Health Director DATE: March 27, 1991 (JOJ "7 SUBJECT: Adopt the Resolution Authorizing the Health Services Department to Implement a Medical Waste Management Program SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: Adopt the resolution (attached) prepared by County Counsel authorizing the Health Services Department to implement a medical waste management program pursuant to Health and Safety Code, Section 25031 . FINANCIAL IMPACT: The medical waste management . program is intended to be self-supporting through the collection of fees . The adoption of a fee schedule resolution which is based on a recommended schedule referenced in the legislation should adequately fund the program. The State estimates . that 5-10% of .the regulated community will require local permits to operate . Based. on this estimate, ' projected program revenues will increase .from $4, 600 .00 ( 1990) to $70, 000 .00 ( 1992) . During the transition year of 1991 , projected revenues are expected to be $41, 000 . 00. No County funds are required. REASONS FOR RECOMMENDATION/BACKGROUND: The Health and Safety Code authorizes the County to implement a medical waste management program in Contra Costa County by adoption of a resolution. The legislation extends an existing Environmental Health Division infectious waste program by more accurately defining and expanding the regulated community. It prescribes requirements for the safe storage, treatment, transport and disposal of medical waste. California Health and Safety Code section 25031 authorizes the County to implement a medical waste management program in Contra Costa County by adoption of a resolution. The following provisions are hereby adopted pursuant to Health and Safety Code section 25031 . 2 . Enforcement. The Health Services Department, Environmental Health Division, shall be the enforcement agency for the Medical Waste Management Act set forth in Health and Safety Code Sections 25015 and following. 3 . Regulations . The County Health Officer shall administer the Medical Waste Management Act and program. The County Health Officer may promulgate regulations to carry out the provisions of the Medical Waste Management Act. 4 . Fees . The Medical Waste Management Act is intended to be supported by the collection of fees . Subject to the requirements of Government Code ,section 66018, fees may be set and periodically amended by a separate resolution.
