HomeMy WebLinkAboutMINUTES - 04161991 - 1.88 (2) THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on April 16, 1991 by the following vote: AYES: Supervisors Fanden, Schroder, McPeak, Torlakson, Powers NOES: None ABSENT: None ABSTAIN: None ------------------------------------------------------------------ SUBJECT: Contra Costa County Feeder Trail No. 1 The Board received a letter dated April 1, 1991 from Roxann' Crosby, 2711 Geneva Street, Martinez 94553 , requesting the Board' s assistance in keeping Contra Costa County Feeder Trail No. 1 and its branches as a riding and hiking trail only, and proposing that the East Bay Regional Parks District be allowed to assume maintenance for the trail. Jack Ingram, 3302 Springhill Road, Lafayette, appeared before the Board this date and commented on the history of the Feeder Trail and its value to the County. He urged the Board to preserve the Trail as part of the East Bay Regional Park District trail network. Roxann Crosby appeared and commented on the- potential danger of allowing vehicle traffic on the trail which is used by hikers, bikers and equestrians. She urged the Board to take whatever action necessary to preserve the Trail. Supervisor Tom Torlakson advised that he and Supervisor Sunne McPeak, as the East Bay Regional Park District/County Liaison Committee, have reviewed the issue. He stated that in a separate Board Order ( see Item 1. 85b) the Liaison Committee was recommending that County Counsel determine the County' s legal rights to Feeder Trail #1 and then work toward transferal of the County' s interest in this trail to the East Bay Regional Park District. FISCAL IMPACT Unknown, but transferral to the EBRPD will minimize the .long: term . fiscal impacts on the County. BACKGROUND/REASONS FOR RECOMMENDATIONS The County first designated Feeder Trail #1 in 1952 . Since that time the County' has given the trail benign neglect. It has recently become controversial due to attempts by property owners to utilize the trail for vehicular access (M.S. #55-90) . The Committee felt the County needed to perfect it's legal interest in the trail and then consider the transfer of the County's interest in the trail to the EBRPD. for permanent operation and maintenance as a Regional Trail.
