SUBJECT: consultation and technical assistance for the "Taking Back Our Community"
(Office of Treatment Improvements-Critical Populations)
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Approve and authorize the Chair to execute on behalf of the County, Contract #24-
591 with Beverly Bussa-Sokolay, M.F.C.C. , in the amount of $14,017 for the period
April 1, 1991 through June 30, 1991 for consultation and technical assistance with
regard to the Health Services Department's "Taking Back Our Community" (Office For
Treatment Improvements-Critical Populations) Application for Federal Assistance,
dated May 29, 1990 (177 pages) , as approved by the State. This Contract includes
a six-month automatic contract extension through December 31, 1991 with a $22,000 ,
payment limit for the extension period.
II. FINANCIAL IMPACT:
This Contract is funded in the Health Services Department Budget by monies from the
Federal Office for Treatment Improvement for Critical Populations (as allocated to
the County in the Drug Program Allocation from the State Department of Alcohol and
Drug Programs) , subsequent to an application which was approved ..by your Board on
May 14, 1990. No County funding is required for this Contract.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
In the Federal 1988 War on Drugs legislation, Congress created a new agency called
the Office for Treatment Improvement within the Department of Health and Human
Services. With limited funding, the purpose of this new office is to improve, not
necessarily expand, drug abuse services.
A May 22, 1990 Board Order approved the development of a proposal that would
respond to the need for drug abuse services for residents of public housing. That
proposal was successful in obtaining funding by the Office for Treatment
improvement which is being allocated through the State Department of Alcohol and
Drug Programs to the County's Health Services Department. This Contract's funding
is reflected in the Department of Drug and Alcohol Program's October 2, 1990, FY
1990-91 final allocation letter (under Federal Category #13.902) .
Implementing these drug abuse services through Contract #24-591 will help provide
much needed services to a critical population.
