BONA FIDE REPRESENATION UNIT

RECOMMENDATION:
Confirm the Head Start Unit as a bona fide representation unit.

REASONS FOR RECOMMENDATION/BACKGROUND:
On March 5, 1991 your Board acknowledged receipt of a
memorandum from the Employee Relations Manager advising that
Contra Costa County Employees Association, Local No. 1 file a
petition proposing the formation of a Head Start
(representation) unit. The recommended composition of the unit
consists of the following classifications :
Head Start Lead Teacher
Head Start Teacher
Head Start Teacher Assistant
Head Start Food Service Worker
Head Start Food Service Assistant
Head Start Family Services Assistant
Head Start Transportation Clerk
Head Start Support Services Assistant
Head Start Parent and Social Services Specialist
Head Start Education Specialist
Head Start Health Services Specialist
Head Start Nutritionist
Head Start Mental Health Specialist
Head Start Speech Pathologist

The intervention period for contesting the composition of the
proposed bargaining unit closed on Thursday February 14, 1991 .
No intervening petitions were filed.
In accordance with Section 34-12 . 008 (b) and (d) , the Employee
Relations Manager has reviewed the composition of the proposed
unit and concludes the above unit to be an "appropriate"
bargaining unit and therefore recommends that the Board of
Supervisors confirm, the Head Start Unit as a bona fide
representation unit.
As as provided in Section 34-12 . 012, a secret ballot election
will be held amongst eligible employees in job classifications
comprising the Head Start Unit. Other recognized employee
organizations have the right to file for ballot listing within
twenty-one (21) calendar days of the establishment of the
representation unit, provided that a showing of "proof of
employee approval" of at least thirty percent ( 30%) of the
employees in the unit is made.
