Batchelor, County Administrator Costa nl IS April 4, 1991 o >- County DATE: rTq-couK SUBJECT: LEGISLATION - AB 1397 (Eaves) SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: Adopt a position in SUPPORT of AB 1397 by Assemblyman Eaves, which would impose a tax of 20 of the sales price on all dog and cat product containers, with the proceeds of the tax being allocated to local governmental animal care and control agencies in proportion to the number of residents served by each agency. BACKGROUND: The Board of Supervisors, at the request of the Director of Animal Services, sponsored a Resolution to the CSAC Annual Meeting in November, 1990 supporting legislation which would impose a tax on animal product containers to be used for animal services. CSAC endorsed such legislation, which was originally suggested by the City of Los Angeles. Assemblyman Eaves has now introduced legislation of the type requested by this County and CSAC. In view of the fact that this legislation was suggested to CSAC by Contra Costa County, it is appropriate that the Board of Supervisors indicate their support for AB 1397 .
