SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION
I. Recommended Action:
APPROVE the issuance of a purchase order to Universal Sweeping Service for street sweeping
in support of the 1991 Chip Seal Program.
II. Financial Impact:
A blanket purchase order for sweeping services will be issued at a cost not to exceed
$81,702.50.
III. Reasons for Recommendations and Background:
As part of regular pavement maintenance, The Public Works Department is planning on chip
sealing approximately 930,000 square yards of road surface throughout the county in the spring
and summer of 1991. Pavements are swept prior to and several times after the application of
seal coats. Sweeping "must be done after the spreading of aggregates to remove any loose
gravel. Sweeping requirements for the seal coat program far exceed the capabilities of County
forces. Therefore, contract sweeping services are required.
Bids were solicited for 845 hours of sweeping during regular work hours and for 255 overtime
hours. Two bids were received. The low bid of $81,702.50 was received from Universal
Sweeping Service of San Jose. The second low bid of $98,600.00 was received from Pleasant
Hill Bayshore Disposal,`Inc. of Pleasant Hill.

IV. Consequences of Negative Action:
Timely scheduling of sweeping services must be made in order to proceed with the chip seal
program. Due to the seasonal nature of the work, delay in starting may cause deferral of the
program until next year.
