Direct the Fish and Wildlife Committee to proceed. `�with preparing a Request for Proposal for consultant aid Fin a cost-benefit analysis for selected wetland areas targetea for potential restoration activities and to return to the Water Committee with a draft Request for Proposal. 2b. Direct the Fish and Wildlife Committee to prepare a report on the potential for the Praxis property to be restored to wetland status, without removal of on-site fill. 3 . Authorize $1,900 from the Game Protection Fund to Alexander Lindsey Junior Museum for use in selected projects per Fish and Wildlife .Committee recommendation. 4.' Dedicate one position on the Fish and Wildlife Committee for a representative of the Delta Advisory Planning Council. 5. Direct the Fish and Wildlife Committee to work with Supervisor Torlakson on endorsement of Sheriff Marine Patrol draft legislation. On February 5, 1991 the Fish and Wildlife Committee was directed by the Board to provide to the Water Committee a report on helicopter training program effects on wildlife. A report was prepared, and presented to the Water Committee during their meeting of February 25, 1991. The Water Committee then recommended that the report be included with Hal Wight's report to the Board, and that the report include any relevant information regarding Marin County's helicopter training facility. 2 . During the Water Committee meeting on February 25, 1991 the Fish and Wildlife Committee requested use of a consultant to . provide technical expertise in cost benefit analyses of wetland restoration activities within potential selected areas. The Water Committee recommends that a Request for proposal be prepared and submitted at their next meeting. In addition, the Water Committee recommends that the Fish and Wildlife Committee provide to the Water Committee a report on restoring the Praxis property which does not include removal of fill. 3 . The Lindsey Museum has in the past, received monies from the Game Protection Fund, most often in the amount of $5, 000. The Fish and Wildlife Committee has recommended a grant of $1,900. The grant would cover an activity which the Committee believes is consistent with the restrictions in State law regarding the use of monies from the Game Protection Fund. The grant does not include funding of profit-making activities as requested by the Museum. 4. Supervisor Torlakson had previously expressed some concern that east county may not adequately be represented on the Fish and Wildlife Committee due to complex issues regarding levees and reclamation district operations. For this reason the Water Committee has recommended that one position be dedicated for a representative from the Delta Advisory Planning Council. The Water Committee also advised that the Fish.Committee could consider expanding their membership if necessary. 5. The Water Committee recommends that the Fish and Wildlife Committee become involved in efforts to have draft legislation endorsed which attempts to reestablish Sheriff Marine Patrol activities on the delta, through an increase in boater registration fees. Currently Supervisor Torlakson is involved with obtaining endorsements from the cities within Contra Costa County. The Fish and Wildlife Committee oversees expenditures from the Game Protection Fund which derives its monies from Fish and Game code violations cited by the Sheriff Marine Patrol, and the Department of Fish and Game.
