Authorize Chair to sign a . letter to Governor Wilson to reaffirm a commitment made during his gubernatorial campaign to oppose a peripheral canal option. lb. Direct the County Water Agency to work with other interested agencies in order to establish a coordinated mailing of sample resolutions opposing a peripheral canal option to cities, counties and other. interested parties. 2 . Refer the Delta Water .Management Program draft Environmental Impact Reports to the Fish and Wildlife Committee. 3 . Direct the Community Development Department to inquire about Department of-Water. Resources plans to move the water quality monitoring station currently located at Emmaton, and report . back to the Water Committee. 4 . . Direct the Community Development Department to review SB 34 (Delta Flood Protection Act) policy on wetlands mitigation and report back to the Water Committee. BACKGROUNDLREASONS FOR RECOMMENDATIONS I. Current campaigns focus on Delta levee fragility, possible earthquake potential and water quality issues. Pete Wilson, during his campaign for governor, indicated that he would not pursue the isolated water transfer facility option. The Water Committee recommends a letter be sent to Governor. Wilson requesting a reaffirmation of this position. In addition, the Water Committee recommends County Water Agency coordination with other interested agencies to initiate a cooperative mailing to bay area counties, cities, water districts and other interested parties. This mailing would include a sample resolution of opposition, and a request that action be taken. In addition, a request for coalition support would be included should it become necessary, as well as any other pertinent information. 2 . The Water Committee recommends that the three Delta Water Management Program draft Environmental Impact Reports be referred to the Fish and Wildlife Committee for evaluation of fish and wildlife impacts, and report to the Water Committee during their next meeting. This includes the South and North Delta Water Management Program and the Los Banos Grandes Reservoir EIR's. 3 . There was some discussion at the last Water Committee meeting as to the Department of Water Resources intent in plans to move the water quality monitoring station at Emmaton to the Three Mile Slough area. The Water Committee recommends some investigation as to any water quality impacts which might result from this relocation. 4. Some additional research is necessary in order to determine how wetlands mitigation is to be implemented as part of the SB-34 levee restoration program. Confusion exists as to whether wetland mitigation could take place immediately, on-site, or on a cumulative basis using off-site areas as mitigation for levee restoration impacts.
