Re: Designate as Route of Regional Significance
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Direct the Director of Community.- Development to request that the
West Contra Costa Transportation Advisory Council (WCCTAC)
designate Appian Way and Valley View as a Route of Regional
Significance for. inclusion in the Action Plan for West County.
II. FINANCIAL IMPACT:
To date the County has directed significant capital improvement
funding toward improving both Appian Way and Valley View. Current
budget resources are insufficient to complete all of the needed
improvements, which to a significant extent are required to serve
increased regional traffic not associated with adjacent
development. One of the purposes of the Action Plan is to identify
new capital funding for transportation projects that provide
regional benefits.
III. BACKGROUND/REASONS FOR RECOMMENDATIONS:
WCCTAC is now developing a proposed list of Routes of Regional
Significance for inclusion in the Action Plan for West Contra Costa
County. The designation of a street as a Route of Regional
Significance requires that the street meet specified traffic
service objectives, which in turn may trigger that certain
"actions" be taken in order • for the street to meet .these
objectives. For example, such an action might include a policy that
would assess an areawide development mitigation fee in West County
to pay for needed improvements on Routes of Regional Significance.
Unless a street is designated asa Regional Route it is unlikely
that it will receive any consideration under the Action Plan.

Appian Way is a major regional thoroughfare carrying up to 18, 000
vehicles per day on a two lane roadway and provides critical access
to I-80 for residents in the E1 Sobrante Valley. The Valley View Road
leg of the proposed Regional Route would provide an added link to San
Pablo Dam Road, already designated a Regional Route under Measure C,
further improving connections between west and central county.• Each
of these roads is now carrying significant through traffic. More
traffic can be expected on both Appian Way and Valley View Road based
on the projected growth for the El Sobrante Valley and West County,
in general.
Both Appian Way and Valley View Road have been targeted for
improvements and upgrades. In 1989, the E1 Sobrante Traffic Advisory
Committee, which was a joint planning effort between the County and
the City of Richmond, identified $2.2 million in ultimate
improvements on Appian Way and Valley View Road. So far, $1.4
million has been spent to widen and pave a section of Appian Way
between Valley View and San Pablo Dam Road. However, a substantial
portion of the improvements identified in 1989 are needed to handle
increased through traffic, which cannot be included in the current
fees imposed on El Sobrante development.
Due to these conditions, the abovementioned segments of Appian Way
and Valley View Road should be designated as a Regional Route for
inclusion in the West County Action Plan so that these two regional
arterials may qualify for new capital improvement funding.
