REPORT ON RECOMMENDATION TO EXPAND THE AVIATION ADVISORY
SUBJECT: COMMITTEE TO PROVIDE FOR A REPRESENTATIVE FROM THE BYRON AREA
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. Expand the Aviation Advisory Committee by one seat from
eleven to twelve seats, with the twelfth seat reserved for a
resident of East County, intended to represent the interests
of the residents and businesses in the area of the Byron
(East Contra Costa) Airport.
2. Request the Aviation Advisory Committee to amend their
by-laws as quickly as possible to reflect this expansion.
3 . Once the Aviation Advisory Committee has amended their
by-laws, authorize the Manager of Airports to advertise for
the vacancy representing East County.
4. Authorize the Airport Advisory Committee to screen and/or
interview the candidates for the East County seat on the
Committee and to present to our Committee on May 13 , 1991 at
11: 30 A.M. a list of all applicants -for the position, along
with their comments and recommendations for the most
appropriate individual to be appointed to the Aviation
Advisory Committee representing East County.
5. Direct the County Administrator' s Office to acknowledge the
letter from the Byron Advisory Council and advise the
Council of the actions. taken by the Board of Supervisors.

*BACKGROUND:
Some months ago, the Byron Advisory Council wrote to the Manager
of Airports, asking that two seats be added to the Aviation
Advisory Committee representing the Byron community in view of
the recent location of the new airport in the Byron area. The
Aviation Advisory Committee has considered this request and has
recommended that one seat be added to the Aviation Advisory
Committee representing East County interests. The Aviation
Advisory Committee noted that such a change would require an
amendment to their by-laws before recruitment could be
undertaken. We concur with the recommendation of the Aviation
Advisory Committee and have, therefore, made the above
recommendations in order to accommodate all concerned interests.

Dear Mr. Wight, .
It has been brought to our attention the representation on the board,
addressing issues of the Byron Airport, is very light in respect to
members of this immediate community and allowing direct input as actual
members of the group:
We formally request the appointment of two new members to your Airport
Committee. 1) We recommend a member of the Byron Advisory Council be
a standing appointment. At this time we feel the best qualified to
the appointment would be Mr. Wayne Baio. 2) The second member, we feel
should be a member at large from the immediate Byron community,
preferably adjacent property owners. Upon request, we will provide
you with a list of recommendations.
Since Byron is our town, we have a major interest in the development
of the Airport. Our input should be of great importance to you. At
this time we feel a grave discrimination has taken place, simply by
not including the immediate community in your plans for our community.

Dear Chairman Powers:
Since the problem of land acquisition at the Byron Airport has been resolved, there has
been an increasing level of interest by users and citizens in the Byron area regarding the new
airport. The current representative,Anthony Stellar appointed by Supervisor Torlakson,has
been doing an outstanding job of representing the users and citizens in that area.
We have, however, had requests from the airport users as well as from the Byron Advisory
Council (letter attached) for representation on the Aviation Advisory Committee. The AAC
has discussed this matter over the past several meetings.
—The AAC c a�ntly consists of 11 members. The workability of a committee this size is
marginal to best.7Tome concern was voiced by the committee regarding increasing the size
beyond its present numbers. The committee examined a variety of different options.. These
options included recommendations of adding no members up to three members.
The Aviation Advisory Committee unanimously decided to recommend to the Board of
Supervisors that one additional "member at large h—the Fast cou ty" be added to the
make-up of the Aviation Advisory Committee. he person appointed would have to live in
the East County. This would allow the Board to select a person from the area at large
through the application process.
If the Board of Supervisors decides it is appropriate to add a member to the AAC, the
process, as we understand it, is that the Board would so direct and the AAC would then
change its bylaws. Following this the Board would advertise for the position and make a
selection.
