Approve the composition and role of the Alcohol and Drug Executive Committee (ADEC) as outlined on the attached charts. 2. Approve the composition and role of the Regional Coordinators' Council as outlined on the attached charts. 3 . Approve the formation of Regional Steering Committees, the composition and membership of which are to be determined by each Supervisor for his or her area of the County and which will be responsible for oversight of the implementation of the Drug & Alcohol Action Plan in that area of the County. These Regional Steering Committees will represent the area represented by each Supervisor, except for the cities of Martinez, Clayton and Walnut Creek, which will be represented on the Central County Steering Committee, and that portion of District II which lies west of Martinez (generally the Pinole, El Sobrante, Hercules, Rodeo, Port Costa area) , which will be represented on the West County Steering Committee. 4. Modify the attached chart in regard to the County-Wide Coordinating Committee to indicate that it is to meet twice a year, in the month of May and the month of November and is to meet in different areas of the County. Approve the formation of a Drug & Alcohol Interagency Council as outlined on the attached charts. 6 . Express the appreciation of the Board of Supervisors to the Health Services Director and his staff for the outstanding work which has made possible the progress outlined in the attached Action Plan Implementation Milestones. 7. Request the Health Services Director to develop, in conjunction with other appropriate organizations, guidelines for the handling and marketing of fortified wines which will clearly distinguish such wines from other alcoholic beverages and soft drinks and propose legislation which will place such guidelines in State statutes. 8. Request the Health Services Director to return to our Committee on March. 25, 1991 with plans for the May, 1991 meeting of the County-Wide Coordinating Committee (date, place and time) as well as an agenda for such meeting, which should include at least the following items: An updated matrix, to include schools. An update on the status of the OSAP Grant implementation. Reports from each region of the County. A description of the City of Richmond ordinance regulating the advertising of alcohol and tobacco products in the vicinity of schools. A description of the City of Concord' s ordinance regulating "kegger parties" . A description of the City of Walnut Creek' s ordinance regulating the sale of cold beer at locations which also sell gasoline. A status report on the implementation of the treatment portion of the Action Plan. A report on the status of plans for Red Ribbon Week - 1991. BACKGROUND; Our Committee will be receiving monthly reports from the Health Services Director during 1991 on the status of various elements of the County' s Drug and Alcohol Programs and the Action Plan which was approved by the voters in June, 1990. This is the most recent of those reports and reflects some clarification and modification to the structure by which the community provides input to the Board of Supervisors on drug and alcohol programs and by which those programs are administered by the County. In particular, our Committee would like to commend the Health Services Director and his staff for the outstanding work which has been done on many of the innovative and creative programs which are being implemented in support of the Action Plan, as is outlined in the attached Action Plan Implementation Milestones. } • C- 0 n 0 °r CD n aCL Za ? COMMITTEE 2/25/91 ACTION PLAN IMPLEMENTATION MILESTONES EAP Members of the Health Services Department, Milt Camhi (Director of the Contra Costa Health Plan), and Chuck Latting ( Drug-Free Workplace Coordinator), have met with several business and community leaders to explore the possibility of the County sponsoring EAP (employee assistance program)services for the medium and small businesses in Contra Costa County. The County can easily meet all legal requirements, the need is great, it is excellent public policy, and there is adequate business support for this endeavor.An advisory committee will be established to write an action plan. PASTORAL SYMPOSIUM The Alcohol and Drug Program staff of the Department has designed an interfaith clergy symposium to be held on April 17th at John F. Kennedy Univ. The symposium, developed and sponsored by the County, is drawing interest from communities all over the Bay Area. The conference is designed to meet the needs of ministers, pastors, and rabbis rather than their lay designees. CITY OF WALNUT CREEK TRAINING Alcohol and Drug Program staff of the Department trained the City of Walnut Creek supervisory employees in how to recognize and accurately document "fitness for work" as part of their compliance with the California Drug-Free Workplace Act of 1990. The City seemed quite enthusiastic about the training and is the first city in the County to use the County resources in this type training. POLICY IMPLEMENTATION MANUAL The Alcohol and Drug Program Office is taking the lead in cooperation with the County Personnel and the County Training Institute in preparing the County Alcohol and Other Drug Policy Implementation Manual.This manual will provide the information to all County employees that is needed to fully understand and implement the County Alcohol and Other Drug Policy. It will also provide the method and process for educating and training supervisory and other employees of the County. a MOTHER'S DAY PROGRAM The Alcohol and Drug Program Office is planning a Mother's Day campaign inviting restaurants to offer pregnant diners a complimentary non-alcoholic beverage in place of a purchased alcoholic beverage on Mother's Day which, along with a written message, will educate the pregnant diner about the difficulties that can occur by drinking alcohol while pregnant. CELEBRITY TENNIS TOURNAMENTS The Alcohol and Drug Program Office has begun planning for four celebrity tennis tournaments to be held in four regions of the County this summer. These events will establish a close public/private friendship with at least 50 businesses in the County. They will also raise private funds for some specific alcohol and other drug projects to be determined. (members of the Board of Supervisors will be asked to play.) OTI GRANT COORDINATOR The Health Services Department has selected a project coordinator for the Office for Treatment Improvement grant program. The Department will be re-convening the O.T.I. steering committee to continue overseeing this important federal grant which provides alcohol and drug services to residents of low income public housing developments and to the homeless populations. COMMUNITY PARTNERSHIP GRANT COORDINATOR The Health Services Department has selected the project coordinator for the Office of Substance Abuse Prevention Community Partnership grant.This grant provides $2.5 million dollars over a five year period to coordinate the community activities surrounding alcohol and other drug abuse prevention in the County. To initiate start up of the grant, 12 individuals from the County will be attending a training conference in San Diego early in March. CISCO The Department continues to take the lead in bringing attention to sales and advertising practices of the company marketing CISCO fortified wine. We have received national attention for our efforts and have assisted in creating Congressional interest in this product and its, sales. CONCORD "KEGGER" ORDINANCE The Department assisted the City of Concord in developing a city ordinance that has been enacted by the City Council involving minors and alcohol involved parties. The ordinance will shift the cost of police services in responding to rowdy parties to the property owner. This is an example of the Department assisting communities in the County to take charge of the environment of the community and demand a reduction in the use and abuse of alcohol and other drugs, especially by minors. ALCOHOL AND DRUG MASTER PLAN The Department is constructing the mandated State Master Plan for alcohol and drugs. RESTRUCTURING OF ADEC OSAP GRANT CONCEPT PAPER AND THE RFA
