RECOMMENDATION Approve donation of vacation and holiday accruals by Social Service Department employees for the benefit of Theresa Lacona. Authorize Auditor-Controller to transfer, upon request of individual employees and recommendation of the Social Service Department, the employee's donated vacation and holiday hours and credit the cash equivalent to the Vacation Contribution Trust Fund on behalf of Ms. Lacona, reducing donor vacation accruals accordingly. Distribution' of this trust will be administered by the Social Service Department. II. FINANCIAL IMPACT We do not anticipate any ' additional cost to the County beyond what is currently budgeted for Ms . Lacona's position. Participating employees are merely transferring earned vacation and holiday accruals to Ms. Lacona who would otherwise be absent without pay. BACKGROUND Ms. Lacona, age 34, is a Social Casework Specialist II. Following a routine medical exam this past December, she was diagnosed as having breast cancer which had spread to the lymph nodes. A mastectomy was performed and chemotherapy started. Subsequently, on January 20, 1991, Ms. Lacona and her parents were involved in a serious automobile accident which resulted in severe damage to her spleen. These injuries required surgery and the discontinuation of chemotherapy. Ms. Lacona also has Cerebral Palsy which has been exacerbated by the breast cancer and injuries sustained in the automobile accident. Ms. Lacona has been absence since December 4, 1990, and has used all of her vacation, holiday, and sick leave accruals. Because of Ms. Lacona's hardship caused by being absent without pay, several employees have expressed their desire to transfer a portion of their accruals to Ms. Lacona so that she will not be without pay.
