SUBJECT: Approve and Authorize the Chairperson to Execute Program Supplement # 083 for
Seismic Retrofit at Pacheco Slough.

SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION
I. Recommended Action:
Approve and Authorize the Chairman of the Board of Supervisors to execute Program
Supplement # 083 which provides $497,700 in Highway Bridge Replacement and Rehabilitation
(HBRR) and Seismic Retrofit funds for Preliminary Engineering, Construction and Construction
Engineering for the Seismic Retrofit at Pacheco Slough Bridge.
II. Financiallmpact:
The supplement provides reimbursement from HBRR funds and Seismic Retrofit funds for 70%
of the County's estimated cost for the project. The County must provide ,the remaining 30% of
the funding for these items.
III. Reasons for Recommendations and Background:
On June 21, 1977 the Board approved County/State Master Agreement No. 04-5928 for the
funding of Federal Aid Projects.
On November 19, 1990,Contra Costa County qualified for Federal and Seismic Retrofit funds to
retrofit the Pacheco Slough Bridge.
Caltrans and the Federal Highway Administration have determined that the County can be
reimbursed for 70% of the County's estimated Preliminary Engineering, Construction and
Construction Engineering costs for the project.

III. Reasons for Recommendations and Background (Cont):
The California State Legislature passed Senate Bill 36X as a result of the October 17, 1989 Loma
Prieta earthquake. SB36X established a program for the seismic safety retrofitting of publicly
owned bridges.
Federal Bridge money,and $20 Million of the emergency. 1/4 cent sales tax are committed for
the Federal/State participation.
IV. Consequences of Negative Action
If this program supplement is not approved, the County will have to absorb the entire cost of
Preliminary Engineering, Construction and Construction Engineering for this project.
