P300 (M347) 7/89 (Rev. ) Contra Costa County Revised: December 1990 ALCOHOLISM REHABILITATION PROGRAM SUPERVISOR DEFINITION : Under direction, plans, organizes and directs program activities in a county operated or contractor provided alcohol program; develops and implements program objectives; monitors programs for compliance; supervises the activies of subordinate staff; and performs other related work as required. DISTINGUISHED CHARACTERISTICS: This class is located in the Health Services Department and is distinguish- ed by its responsibility for either 1) overall operation of one of the following alcohol programs: First Offenders Drinking Drivers (FOOD) , Post Conviction Drinking Drivers (PCDD) , Alcohol Information and Rehabilitation Programs (AIRS) or 2) monitoring of both county operated and contractor provided programs. Supervision of this class is provided by the Alcohol Program Chief who has responsibility for the County's Alcohol Programs, including programs that are County-operated and those that are contracted services. TYPICAL TASKS: Develops and implements program policies and operating procedures in compliance with appropriate standards; coordinates service program activities with other county departments, public and private agencies; reviews and monitors fiscal revenue and exenditures ensuring that fees are collected and deposited; monitors programs for compliance and administrative and licensing requirements; assists in the administering and negotiating contractor provided services; par- ticipates in the selection, orientation and training of subordinate staff; moni- tors and evaluates the work performance of subordinates; acts as liaison with community groups and government agencies; makes written and oral reports and presentations regarding program operations; attends staff meetings, seminars and conferences to upgrade personal knowledge of alcohol abuse and treatment tech- niques. MINIMUM QUALIFICATIONS: License Required: Valid California Motor Vehicle Operator's License. Education: Possession of a Baccaluareate degree from an accredited college or univerT city with a major in Social/Behavioral Science or Business/Public Administration or a closely related field. Experience: Four (4) years of full-time experience or its equivalent in an alcoholism SProgram providing counseling, educationa and information services on an individual and group basis to persons with alcohol problems. at least two (2) years of which were in a supervisory capacity. Substitution: Eigher (1) additional qualifying experience of the type noted a ove may--Fe substituted for the required education on a year-for year basis up to a maximum of four (4) years; OR 2) Possession of a Master's Degree with a major in Social/Behavioral Science or Busienss/Public Administration or a closely related field may be substituted for one (1) year of the required non- supervisory experience; or 3) two (2) years as an Alcoholism Rehabilitation Lead Worker in Contra Costa County may be substituted for the required supervisory experience. Special Requirement: Recovered alcoholics must have two (2) years of con- tinuous sobrienty 'prior to appointment. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of administrative principles applicable to the organization and functions of alcoholism treatment programs; knowledge of the principles, proce- dures and techniques used in the field of alcoholism counseling; knowledge of work organization and planning including fundamental budget preparation and fiscal accountability; knowledge of modern principles and practices of employee supervision; knowledge of the functions and services of public and private agen- cies having contact with alcoholics; ability to formulate goals and implement procedures to meet program objectives; ability to plan, organize, and coor- dinate alcoholism treatment programs; ability to organize and/or conduct staff training activities; ability to supervise subordinate staff; ability to work effectively with other County departments and public and private agencies involved in the rehabilitation of alcoholics; ability to arrange and conduct public meetings; ability to prepare clear and concise correspondence and reports.
