SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. Accept the report from the West Contra Costa County
Transportation Advisory Committee (WCCTAC) on the results from
the Measure C Action Plan Development Workshop conducted on
February 11, 1991 (see Exhibit A) .
2 . Direct Community Development Department to forward the
County' s comments to WCCTAC.

BACKGROUND/REASONS- FOR RECOMMENDATIONS
On February 11, 1991, the West Contra Costa County Transportation
Advisory Committee (WCCTAC) ] conducted a workshop to review
potential goals, strategies, iand Routes of Regional Significance
for West County's Measure C Action Plan. Following the workshop,
WCCTAC at its regular February 22nd meeting decided to circulate
for review and comment a Summary Report on the Workshop to member
jurisdictions.
The Transportation Committee has reviewed the Summary Report
and recommends the Director of Community Development submit the
following comments to WCCTAC: ;
1. Appian Way-Valley View Road
Reaffirm the Board of Supervisors position that Appian Way-
Valley View Road should be designated as a Route of Regional
Significance for inclusion in the West County Action Plan (as
outlined in a Board Order from March 5, ' 1991) .

2 San Pablo Dam Road/Camino Pablo
Based on Measure C cri.teria, :San Pablo Dam Road/Camino Pablo is
appropriately ; designated as a Route of Regional Significance
because it connects two regions and carries substantial thru-
traffic. In addition, the recently adopted County General Plan
identifies Sari Pablo Dam Road as vital arterial with an .important
traffic function of linking west and central county. San Pablo
Dam Road should retain itsiexisting status as a Regional Route.

3 . Cummings Skyway
The County does not see thejneed to study designation of Cummings
Skyway as a Regional Route !because under the County General Plan
its is intended to function as a two lane rural expressway and
planned improvements to State Route 4 should reduce traffic using
this road as a bypass route.
4 . San Pablo Avenue i
The County is discussing with representatives from Rodeo and
Crockett the " extension of Regional Route designation through
those communities. The results of these discussions will be
forwarded to ` WCCTAC. The !County supports extending the State
Highway designation (RouteJ123) on San Pablo Avenue.

Page 4, first bullet item should reflect a multi-
jurisdictional approach to addressing traffic congestion
impacts on this arterial Ind should read:

I. INTRODUCTION
Overview
This document is a summary of comments received from the Measure C
Action Plan Development Workshop held Monday,February 11,1991 with
the West Contra Costa County Transportation Advisory Committee. The
workshop took place in the City of Hercules Council Chambers.

The purpose of this workshop was to review potential goals and strategies of
the Measure C Action Plan and to determine the Routes of Regional
Signficance to be addressed by the plan. Possible actions for improving
transportation on each of the designated routes were identified. The actions
listed in this summary represent possible strategies to be further analyzed for
inclusion in the plan. It is anticipated that some will be revised, deleted,or
added to throughout the study process. Therefore,this summary report does
not represent a rigid Action Plan outline.

Measure C Action Plan Development Workshop Summary
Overview
Paul Korry welcomed Advisory Committee members and briefly described
the purpose of the workshop.Daniel Iacofano,workshop facilitator,reviewed
the workshop agenda and discussed the framework for the meeting. See i
Appendix A for a sample copy of the workshop agenda.

Ellen Greenberg,provided a brief technical overview of the Growth
Management Program and Action Plan development process. The three
main components of the Action Plan were discussed: (1) traffic service
objectives and action/implementation responsibilities for each designated
Regional Route; (2) land use policies and demand management strategies
(regional actions) for reducing congestion; and (3) monitoring and review of
Action Plan accomplishments. She then turned the workshop back over to
Daniel Iacofano who managed the remaining workshop discussion.

II. DISCUSSION OF MEASURE C ACTION PLAN FRAMEWORK
Committee members were asked to review and discuss the framework
handout mailed to them last week and offer comments and suggestions
regarding possible Action Plan goals,the routes of regional significance,and
possible strategies or actions for improving transportation along each of the
designated routes. The discussion was graphically recorded on large
wallgraphics which was used to develop the summary below(see Appendix
B for a photoreduction of the wallgraphic produced during the workshop).
Figure I provides an overview of the overall discussion framework for the
workshop.

A. Vision Statement
Committee members discussed the importance of creating an overall
transportation vision for the West County-a vision which stressed the
improved quality of life which would result from a comprehensive
transportation planning effort. This effort is guided by four key
considerations:
• Mass transit
• Economic development
• Balanced land use
• Urban design"'
Members identified three primary and seven related goals associated with
achieving the vision:
Primary Goals
• Promote economic development
• Facilitate and',encourage the use of mass transit
• Improve environmental quality
Related Goals
• Improve local'mobility by improvng regional routes
• Minimize thru traffic on local roads
• Balance location of jobs/workers
• Coordinate land use and traffic planning
• Emphasize pedestrian design including scale,access,safety,etc.
• Establish strong lead agency
• Maintain inter-agency coordination
B. Strategies
Committee members identified two primary strategies for the Action Plan:
shorten commute;trips and encourage longer trips on express transit systems.

Committee members also suggested a number of supporting strategies
including the following.
• Coordinate planning actions among involved cities and agencies.
• Encourage more responsibility by Solano County.
• Regulate truck parking and access.
• Study ways to fund ongoing West County public education and skill
retraining programs.
• Recognize the school-related impacts of traffic and seek solutions to these
problems.
• Implement transportation systems management measures (e.g.,flextime,
carpool,bicycle,vans,etc).
• Develop funding priorities for traffic improvements.

C. Regionally Significant Routes and Possible Improvement Actions
Committee members reviewed the preliminary list of routes of regional
significance and suggested possible actions to improve transportation on
each of them. Committee members also identified possible additional routes
to be included in!the system. Each route and a list of possible actions to be
addressed by thef plan are summarized below. Figure 2 illustrates the
discussion framework for the Regional Routes. Figure 3 is a map of the
Preliminary Regional Routes in West County.
Cutting Blvd
• Support Cutting Blvd beautification program currently underway.
• Connect to Bay Trail.
• Improve transit access from Cutting Blvd to BART.
• Address railroad grade separation problems.

23rd Street
• Coordinate signal timing along 23rd Street.
• Consider undergrounding utilities.
• Improve bus transit connections.
El Portal
• Encourage the County to make planned improvements,especially left
turn lanes.
• Add sidewalks and trails.
Richmond Parkway
• Monitor Parkway's effectiveness at diverting traffic on 1-80 and other
routes.
• Experiment with new transit/design innovations.
• Support completion of the project.
• Monitor project progress-provide strong design input.
