HomeMy WebLinkAboutMINUTES - 03261991 - TC.1 TO BOARD OF SUPERVISORS- FROM: UPERVISORS_FROM: Contra M♦ Transportation Committee hlo lra DATE: Costa March 18, 1991 County SUBJECT; 1991 Interim Compliance Checklist for Measure C Return to Source Funds SPECIFIC REQUEST(S) OR RECOMMENDATION(.S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: Direct the Community .Development Director to complete the 1991 Interim Compliance Checklist (Exhibit A) for Measure C Return-to-Source Funds and submit it to the Contra Costa Transportation Authority by April 1, 1991 FINANCIAL IMPACT: Satisfactory-completion of the checklist will qualify the County for an estimated allocation of $1,407, 500 by the Contra Costa Transportation Authority for deposit in the Measure C Transportation Improvement Fund. BACKGROUND AND REASONS FOR RECOMMENDATION: On March 18, the Transportation Committee reviewed the draft version of the 1991 Interim Compliance Checklist prepared by the CCTA for .the purpose of allocating $6. 8 million in Fiscal Year 1990-1991 sales tax revenue for the Local Street Maintenance and Improvement Program. Based on, the revisions made by the CCTA's Planning and Governmental Affairs Committee on March 131 the Transportation Committee believes the _County can satisfy all required conditions for receipt of the County's share of the sales tax revenue, $1, 407, 500. It is expected that the CCTA will begin allocating these funds at their April 17 meeting. ' The Director of Community Development will provide recommendations for allocation of these revenues for growth management and transportation improvement purposes at the Board's April 16 meeting. _ CONSEQUENCES OF NEGATIVE ACTION: Failure to approve the recommendation would prevent the County from receiving locally generated sales tax revenue-for growth management and transportation improvement purposes for this year and jeopardize the County' s ability to receive future allocations of such revenue. GROWTH MANAGEMENT ELEMENT Measure C requires that each jurisdiction adopt a Growth Management Element of its General Plan that includes traffic Level of Service (LOS) standards and performance standards for fire, police, parks, sanitary facilities, water and flood control. The standards are to be applied in the development review process. 11-a. Has the jurisdiction developed an administrative draft General Plan Growth Management Element that substantially conforms to the objectives of the Contra Costa Transportation Authority's Model Growth Management Element? SEE ATTACHED NOT.APPLICABLE XX IC-I 1991 INTERIM COMPLIANCE CHECKLIST 2. TRAFFIC LEVEL OF SERVICE STANDARDS Measure C requires each jurisdiction to adopt traffic Level of Service (LOS) standards keyed to types of land use. Each jurisdiction must comply with the adopted standards in order to be judged in compliance with the Growth Management Program. The Measure provides for the OCTA, jointly with local jurisdictions, to establish mitigation measures or determine that intersections exceeding applicable standards be subject to a Finding of Special Circumstances. The Measure also states that intersections exceeding standards that will be brought into compliance in the most current five-year capital improvement program shall be considered to be in compliance, and that the CCTA, jointly with affected local jurisdictions, shall determine and periodically review the application of standards on routes of regional significance. All questions in this section assume that procedures and analysis implemented by the jurisdiction are in substantial conformity with procedures described in the Implementation Documents and in the Technical Procedures prepared by the CCTA. 2-a. Has the jurisdiction adopted a policy requiring traffic impact studies to be conducted as part of the application review process for development projects estimated to generate more than 100 peak-hour vehicle trips? YES XX NO- 2-b. Has the jurisdiction adopted a policy that requires findings of consistency with LOS standards to be made upon approval of development projects expected to generate more than 100 peak-hour vehicle trips? YES XX NO 2-c. Has the jurisdiction participated in the development by the Regional Transportation Planning Committee of Action Plans for designated Routes of Regional Significance? PARTICIPATION IN COOPERATIVE, MULTI-JURISDICTIONAL PLANNING The Growth Management Program specifies that the CCTA shall establish a forum for jurisdictions to cooperate in easing cumulative traffic impacts. This will be accomplished through the Regional Transportation Planning Committees and be supported by an ongoing countywide comprehensive transportation planning process in which all jurisdictions shall participate. 5-a. Over the past year, has the jurisdiction regularly participated in meetings of the Regional Transportation Planning Committee or other forums established by the CCTA? YES XX NO- 5-b. Over the past year, have the local representatives to the Regional Transportation Planning Committee regularly reported on the activities of the Regional Committee to the jurisdiction's council or board? mix NO- 5-c. As needed, has the jurisdiction made available, as input into the countywide transportation computer model, data.on land use and traffic patterns? YES XX NO- 5-d. Has the jurisdiction approved a Memorandum of Understanding (MOU) or a Joint Powers Agreement (JPA) committing to development of Action Plans within its region? EXPLANATION ATTACHED NOT APPLICABLE SWAT operates without_ a JPA. A JPA for Transplan is currently being circulated to participating jurisdictions for approval. 8. TRANSPORTATION SYSTEMS MANAGEMENT PROGRAM Measure C requires that local jurisdictions adopt a Transportation Systems Management (TSM) ordinance. The Authority is developing a Model TSM Ordinance for adoption pending further discussions with local jurisdictions, MTC, the Air Quality Management District, and the local business community. Last year, the Interim Checklist asked if the jurisdictions had"initiated development of a TSM Ordinance or alternative mitigation." This year the question has been revised to show the jurisdiction's intent to adopt a TSM Ordinance within 6 months following Authority adoption of the model ordinance. It should also be noted that reference to "alternative mitigations" has been deleted, since the current draft Model TSM Ordinance includes alternative mitigations for jurisdictions that do not have a large employment base. 8-a. Within six months following adoption.by the Authority of a Model TSM Ordinance, does the jurisdiction intend to adopt a TSM Ordinance that incorporates required policies consistent with the Model TSM Ordinance adopted by the Authority? YES–LX NO- 8-b. If the jurisdiction.believes that the requirements of Measure C relative to transportation systems, management have been satisfied in a way not indicated by this checklist, mark here and attach an explanation.
