SUBJECT: IN THE MATTER OF PROPOSED RATES, CHARGES AND REGULATIONS
RELATED THERETO FOR SPACE RENTAL AND ACTIVITIES AT
BUCHANAN FIELD
The Board of Supervisors of Contra Costa County, California
RESOLVES that:
The purpose of this resolution is to amend and supersede
Resolution No. 90/397, and all amendments thereto,
establishing charges, rates, fees and regulations related
thereto for space rental and services provided by Contra Costa
County at Buchanan Field Airport.
SECTION 1 AIRCRAFT STORAGE & PARKING
a. The following schedule of charges for outside aircraft parking
space is applicable:

Proration of based aircraft rates for fractions of months will
be charged at 1/30 of the monthly rate for each day for aircraft
coming into a new tie-down location. Anyone terminating a tie-down
agreement prior to the end of a month will be charged a rate of
1/15 of the monthly rate for each day up to a maximum applicable
rate for that month.
Itinerant daily charges will apply to aircraft remaining
overnight; however, the owners/operators of the Sheraton Inn-
Airport are hereby empowered by the County to provide parking
validation for itinerant non-commercial aircraft remaining
overnight for the first three consecutive nights.
b. . The airport west side "gravel area" is available to aircraft
with wing span of 40 feet or less only, at a cost of $36 . 05 per
month. Aircraft owners in this area desiring space on the east
ramp will be given priority for relocating to another site if
requested.

C. Monthly tenants are at all times required to maintain in full
force and effect an "Application, Agreement & Permit for Non-
Commercial Aircraft Storage, " the original of which shall remain on
file in the office of the Manager of Airports .
d. On July 1, 1980 and thereafter, new monthly tenants are
required to maintain in their account a one month aircraft storage
advance.
SECTION 2. ITINERANT LANDING FEES FOR NON-BASED AIRCRAFT
a. Nonscheduled commercial activity will be charged as follows:
$16 . 00 per landing for aircraft with a gross landing weight of
less than 10,000 pounds, and
$1 .50 per 1,000 pounds gross landing weight for aircraft
weighing more than 10,000 pounds .
b. The term "Commercial Activity, " "Commercial Aircraft, " and
"Non-Commercial Aircraft" are respectively defined by Contra Costa
County Ordinance 87-8, as amended.
C. Unless credit arrangements satisfactory to the Manager of
Airports have been made, landing fees are payable prior to
departure from Buchanan Field Airport.
SECTION 3. MISCELLANEOUS SERVICE FEES
a. Should County airport personnel determine that an aircraft is
improperly parked, obstructing normal operations activities, or
compromising safety, the County will tow the aircraft to a proper
location and charge the aircraft owner a flat $50 towing fee.
b. When a flight plan filed with the Federal Aviation
Administration is not closed in a manner prescribed by the FAA, and
a field search by County airport personnel is able to locate the
aircraft at Buchanan Field Airport, the aircraft owner will be
charged a flat $20 field search fee.
SECTION 4 . AUTO FEES FOR ACCESS TO AIRCRAFT PARKING
a. Where auto access to specific aircraft parking areas is
permitted by the Manager of Airports, the County will, upon receipt
of evidence of aircraft ownership, or evidence justifying the need
for aircraft access, issue a gate card (or key) . Should the
recipient of the gate card (or key) fail to abide by Airport rules
and regulations, the Manager of Airports is empowered to declare a
forfeiture of the gate card (or key) .

SUBJECT: BUCHANAN FIELD AIRPORT TIEDOWN FEE INCREASE
SPECIFIC REQUEST(S)OR RECOMIMM DATIONS)&BACKGROUND AND JUSTIFICATION
I. Recommended Action:
ADOPT resolution amending and superseding Resolution No. 91\397 in the matter of proposed
rates, charges and regulations related thereto for space rental and activities at Buchanan Field
Airport.
II. Financial Impact:
This is expected to increase the Airport revenues by $6,000 per year.
111. Reasons for Recommendations and Background:
As we advised the Board last year, it is our intent to adjust the tiedown fees on an annual basis.
This year we are recommending the increase be 3% which reflects the CPI change since the last
rate increase. The annual increase in airport operating costs over the past 12 months have
been approximately 8% over the preceding 12 months. There have, however, been some
unusual items included in this increase therefore we are only recommending the CPI increase
for the tiedown areas.
These fees will only apply to the Buchanan Field Airport; increased fees will not apply to the
Byron Airport. The Byron Airport is a substandard facilities and it is anticipated that adjustments
will be made as soon as the new airport is developed after 1992.

The Board opened the public hearing. Staff reviewed the above recommendations.
Bob Sisneros, 1775 Helane Court, Benicia, representing the Mt. Diablo Pilots Association,
appeared in opposition to increased rates.
The Board adopted Resolution No. 91/189 setting forth the newly approved rates.
