RECOMMENDATION: A. DECLARE AND FIND, pursuant to Public Resources Code Section 21080 (b) (4) , that continued temporary use of trailers for housing the homeless of the County at 847 Brookside Drive, Richmond, is necessary to prevent or miti- gate an emergency, as defined in Public Resource Code Section 21060.3, thereby exempting such action from the requirements of the California -- Environmental Quality Act (CEQA) as an emergency project. B. DIRECT AND AUTHORIZE the Social Service Director, or the Executive Director of the Housing Authority of the County of Contra Costa, on behalf of the County, to execute amendments to the following contracts: (1) Contract #20-893 with Shelter Inc. to include operation of the 45-bed trailer shelter from April 1, 1991, through June 30, 1991. (2) Contract #20-894 with United Council of Spanish Speaking Organizations to provide transportation to the shelter for homeless individuals who are simultaneously enrolled in daytime Case Management Progams at Phoenix Multi-Service Centers in Concord or Antioch from April 1, 1991 through June 30, 1991. (3) Contract #20-895 with Phoenix Programs, Inc. to provide screening and case management services at their Concord and Antioch Multi-Service Centers for homeless individuals sheltered at the 45-bed trailer shelter at 847 Brookside Drive, Richmond. C. DIRECT AND AUTHORIZE the Auditor-Controller to make cash advances of $25,000 each to Shelter Inc. , and Phoenix Programs, and $9,000 to United Council of Spanish Speaking Organizations to cover operations until contract amendments can be finalized. E. DIRECT the Community Development Department, in cooperation with the Social Service Department and the Contra Costa Housing Authority, to conduct CEQA review for the use of the trailers for housing the homeless of the County at 847 Brookside Drive, Richmond, notwithstanding the above declaration and finding of an emergency. II. FINANCIAL IMPACT: The anticipated cost of operating the trailer shelter at 847 Brookside Drive, Richmond, includin day services and transportation, from April 1, 1991 through June 30, 1991, is ?105,000 to be funded by General Funds and Grants. III. BACKGROUND: A. Specific actions necessary to prevent or mitigate an emergency are exempt from the requirements of CEQA. B. The reasons for declaring and finding that the continued temporary use of trailers for housing the homeless at 847 Brookside Drive, Richmond, is an emergency project exempt from the requirements of CEQA are as follows: 1. There is an urgent need to maintain the availability of the 45 beds in the temporary trailer shelter at 847 Brookside Drive, Richmond, for homeless indigent residents seeking shelter. 2. The Winter 1990-91 Shelter Program for Homeless Single Adults approved by the Board of Supervisors on November 27, 1990, provided for 100 shelter beds at the Siemens Building in Walnut Creek, in addition to the 56 beds at the County Shelter at 845B Brookside Drive, Richmond, , and the 12 beds for single women at the VOA Shelter in Richmond. The Board of Supervisors also authorized the emergency use of the 45-bed temporary .trailers at 847 Brookside Drive, Richmond for housing the homeless of the County from February 5, 1991 through March 31, 1991. 3. The shelter at the Siemens Building is set to cease operation on May 1, 1991. 4. The County is required to continue to provide shelter for indigent homeless residents pursuant to the court's preliminary injunction in the "Scates, et al . v. Rydingsword, et al . ." Contra Costa County Superior Court, No. C89-02060, and to maintain the emergency assistance program pursuant to the Court's preliminary injunction in Randolph v. County, Contra Costa County Superior Court No. C89-04503. These court orders require that the County provide shelter to indigent homeless residents without regard to the limitations of the County's General Assistance Program, and the County has no means of providing such shelter without continuing to use the trailers at 847 Brookside Drive, Richmond. 5. The continued use of the trailer shelter at 847 Brookside Drive, Richmond will maintain the availability of 45 beds for homeless indigent residents seeking shelter. C. Those staying at this trailer shelter will receive intake, screening, and daytime case management services at the Phoenix Multi-Service Centers in Concord and Antioch. Transportation will be provided by the United Council of Spanish Speaking Organizations. The trailer shelter program will be operated along the lines of the County's 1990-91 Winter Shelter Program rules. Hours of operation will be daily from 4:30 p.m. until 8:00 a.m. Residents will receive three meals per day in addition to receiving case-directed services at the Phoenix Multi-Service Centers during the daytime hours.
