RECOMMENDATIONS
Authorize the Auditor-Controller to issue a warrant in the amount of
$4,988.12 to Oak Hill Capital Corporation for installation of service
laterals and connection fees in the Pleasant Hill BART 'Station Area.
FISCAL IMPACT
No General Fund monies are involved. Assessment District 1983-1
proceeds were specifically earmarked . for water and sewer fees and
laterals.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The Redevelopment Agency contracted for the construction of
infrastructure . improvements in the Pleasant Hill BART Station Area.
The work included the installation of sewer and water mains and
service laterals to all of the development areas in the project.
Under Assessment District 1983-1, the Developers were assessed for the
construction of both the main system and the laterals. The assessment
for the laterals was to pay for both the physical connection from the
mains to the property and for hook-up fees charged by the Contra Costa
County Sanitary District. The Developers of Specific Plan Area 9 (Oak
Hill Capital Corporation -- 3000 Oak Road) paid the Contra Costa County
Sanitary District for its hook-up fees. Oak Hill Capital Corporation
is, based on calculations of the project engineer, eligible for a
reimbursement in the amount of $4, 988. 12 .

This Agency Order supersedes an Agency Order of June 5, 1990 which
authorized payment of sewer fees directly to Contra Costa County
Sanitary District. Those charges were paid directly by the Developer,
hence the reimbursement is now in order.
