DATE: March 26, 1991 SUBJECT: APPROVE COOPERATIVE AGREEMENT TO WIDEN STATE ROUTE 4 FROM BIG BREAK ROAD TO EMPIRE AVENUE IN OAKLEY, Project No: 4660-6X4014-87 SPECIFIC REQUEST(S) OR RECOMMENDATIONS) &BACKGROUND AND JUSTIFICATION I. Recommended Action: APPROVE and AUTHORIZE the Chair of the Board of Supervisors to execute Cooperative Agreement No 4-1331-C between the County and the State of California to provide for construction of the widening project on State Route 4, Big Break Road to Empire Avenue (Phase 1) in the Oakley area. II. FINANCIAL IMPACT: There is no financial impact to the County General Fund. The project his to be funded by the Oakley Area of Benefit, the Redevelopment Agency and private developers. III. REASONS FOR RECOMMENDATION/BACKGROUND: Contra Costa County plans to widen State Route 4 to provide 4 lanes from State Route 160 to Empire Avenue in Oakley. The improvements will be constructed in two phases. Phase I is from Big Break Road to Empire Avenue and includes improvements at both intersections and landscaped median islands. Phase I is scheduled for construction in the Spring of 1991. Phase II is from State Route 160 to Big Break Road and includes a median dual left-turn lane. Phase II is scheduled for the Spring of 1992. REASONS FOR RECOMMENDATION/BACKGROUND Cont'd.: A Cooperative Agreement between'the State and the County is required for the construction of Phase I because Highway 4 is a State facility. The cooperative agreement specifies the duties and obligations of the County and the State in constructing the project. A previous cooperative agreement covering the rpoject design was approved and executed October 30, 1990. IV. CONSEQUENCES OF NEGATIVE ACTION: Failure to approve and execute the cooperative agreement will result in the County being unable to construct the improvements to Highway 4 in Oakley.
