SUBJECT: OPERATION OF EXPANDED DANVILLE BRANCH LIBRARY
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
1 . Adopt resolution agreeing that County will operate an
expanded Danville Branch Library if building is constructed by
Town of Danville .
2. Authorize the County Librarian to sign on behalf of
Contra Costa County the California Library Construction and
.Renovation Bond Act grant application being submitted by Town of
Danville .
3 . Authorize the County Administrator and County Librarian
in conjunction with representatives of the Town of Danville to
explore funding options for any increased funding needs created
by the new facility.
FINANCIAL IMPACT:
The current cost of operations for the Danville Branch Library is
$332 , 000. While there may be some cost increases in operation in
the expanded facility, the building is being designed with an
intent to minimize the cost of operations, particularly in the
areas of staffing and facility operation. The Town of Danville
has expressed a willingness to work with the County to address
the need for potential revenue enhancements for the new facility.
BACKGROUND:
The Contra Costa County Library currently operates a7 , 100 square
foot branch library in Danville , constructed by the County in 1960.
In 1986 the Town of Danville Community Development Agency signed
a tax increment pass through agreement with the County which in-
cluded the commitment that the Town would make the building of a
new library a high priority of the Agency. The County in turn
agreed to sell the existing facility and. to dedicate the proceeds
from such sale to support .in part the cost of construction of the
new facility. At that time the estimate for the square footage
for the new library was approximately 15 ,000. Both parties also
agreed that a more specific agreement( s) would be required to
implement this general understanding. Because of the growth in
the service area population of the Danville/Alamo/Blackhawk area,

a larger facility is supported by the County Library.
Subsequent to this agreement , the Town of Danville began to plan
for the construction of a new library building, identifying the
current Charlotte Wood School site as the new library site . In
1988 the California Library Construction and Renovation Bond Act
was passed by the voters which provided $75 million in State fund-
ing on a 65/35 state/local match basis for public library construc-
tion. In 1989/90 the Town engaged the services of a library
consultant to develop the program and an architectural firm to
develop preliminary drawings for a 33, 000 square foot facility.
In November 1990, the Town of Danville submitted a pre-application
for Bond Act funds and received a response from the California
State Library which indicated that their request was rated 35 out
of 104 jurisdictions filing applications , a very competitive
position. The Town of Danville has decided to file a full applica-
tion for funds, which application is due on February 15 , 1991 .
The estimated total cost of construction is $7 . 7 million with the
State providing $5 . 005 million and the Town of Danville providing
$2 . 695 million. As part of the applicaton, the governing body of
the jurisdiction that will be responsible for operating library
service in the building must adopt a resolution indicating its
willingness to operate the facility.

WHEREAS , the Town of Danville is applying for California
Library Construction and Renovation Bond Act - grant funds to build
an expanded 33 ,000 square foot library facility in Danville, and
WHEREAS , Contra Costa County currently operates the
Danville Branch Library and the Town of Danville wants the County
to operate the new expanded facility, and
WHEREAS , the grant application requires that the governing
body of the jurisdiction responsible for operating library service
in the building must adopt a resolution indicating its willingness
to operate the facility,
NOW, THEREFORE, BE IT RESOLVED -that Contra Costa County
agrees to operate library service in the expanded Danville Branch
Library being proposed in .the Town of Danville grant application.

RECOMMENDATION:
Authorize the County Administrator and County Librarian to meet
with representatives of the City of Clayton to negotiate sources
of funding for operation of new Clayton branch library and to
report back to the Board of Supervisors at the meeting of
February 12 , 1991 .
. FINANCIAL IMPACT:
.Since there is not a current facility in Clayton, there is no
current cost of operations as the cost of bookmobile service is
minimal for that stop. An estimated operating cost in 1991 dollars
fora Cacility such as the one being planned is $325 , 000. The
County Library will be unable to fund the entire cost of such an
operation out of its current revenue stream. Additional costs
such as collection, furnishings and equipment will have to be
added to the total required. to open the facility. The City of
Clayton has expressed a willingness to work with the County to
explore funding resources for this operation.
BACKGROUND:
The Contra Costa County Library does not currently operate a
library branch in the City of Clayton. Bookmobile service is
provided on a bi-weekly basis to the community. Clayton residents
currently use the Ygnacio Valley Branch which is 5 . 3 miles away
or the Concord Branch which is 6 . 7 miles away. Clayton is only
one of two incorporated cities in the county which does not have
a branch library within its limits .
. In 1988 the California Library Construction and Renovation Bond
Act was passed by the voters which provided $75 million in State
funding on a 65/35 state/local match basis for public library
construction. In mid-1989 the Clayton Community Library Foundation
was started with the goal to build a branch library in Clayton.
The Foundation was appointed the official library committee of
Clayton by the City Council . In 1990 the City engaged the services
of an architect and a library building consultant to plan a new
library facility. It also identified a City-owned site in the
cultural center to be designated as the library ite .

State Library which indicated that their request was rated 2 out
of 104 jurisdictions filing applications , an extremely competitive
position. The City of Clayton has decided to file a full applica-
tion for funds , which application is due on February 15 , 1991 .
The estimated total cost of construction is $4 . 393 million, with
the State providing $2. 855 million and the City of Clayton pro-
viding $1 . 537 million. As part of the application, the governing
body of the jurisdiction that will be responsible for operating
library service in the building must adopt a resolution indicating
its willingness to operate the facility.

RECOMMENDATION:
Authorize the County Administrator and County Librarian to meet
with representatives of the City of Concord to negotiate funding
for construction and operation of new Central Library and County
Library Administrative facility and to report back to the Board
of Supervisors at the meeting of February 12 , 1991 .
FINANCIAL IMPACT:
In order for the County to realistically consider operation of a
new Central Library in Concord, it would be necessary to transfer
the funding of the current Pleasant Hill operation to the new
facility in Concord. The approximate annual cost of operations of
the Pleasant Hill Facility is $1 . 6 million. The commensurate cost
of current branch library operations in Concord could fund new
library operations in Pleasant Hill . The approximate annual cost
of operations in the Concord facility is $350 ,000. Any increased
. cost of operation of a new Central Library facility in Concord
would have to be negotiated with the City of Concord.
BACKGROUND:
The Contra Costa County Library currently operates a 28 ,000 ;quare
foot Central Library in Pleasant Hill . This facility opened in
1961 . This facility serves both as a main library for all the other
branch libraries and also as the community library for Pleasant
Hill . County Library headquarters are also located in the building
in .15 , 500 square feet . The County Library also operates a 12 , 860
square foot branch library in Concord that was opened in 1959 .

construction. In 1989 the Concord Library Planning Team was
assembled with the goal to build a new branch library in Concord
because of the inadequacy of the current facility. In 1990 the
City engaged the services of an architect and a library building
consultant to plan a new library facility. It also identified a
City-owned site in the downtown area immediately adjacent to the

BART station. to be designated as the library site . In discussions
with the City of Concord, the County has indicated that it would
be preferable to move Central Library functions to the proposed
new facility in Concord rather than operate it as a branch library.
While it would be possible to keep County Library administrative
functions in Pleasant Hill while Central Library functions were
transferred to Concord, it would be preferable to keep both func-
tions together . Current branch library functions and funding now
in Concord could be transferred to Pleasant Hill .

received a response from the California State Library which indi-
cated that their request was rated 59 out of 104 jurisdictions
filing applications . The City of Concord has decided to file a
full application for funds for a facility housing both a new
Central Library and County Library Administration, which applica-
tion is due on February 15 , 1991 . The estimated total cost of
construction for just the 60,000 square foot Central Library portion
is $16 , 542 , 500, with the State providing $10, 753, 625 and the
City of Concord providing $5 , 789 , 875 . Additional funds would be
required to construct 25 ,000 square feet of County Library admin-
istrative space . As part of the application, the governing body
of the jurisdiction that will. be responsible for operating library
service in the building must adopt a resolution indicating its
willingness to operate the facility.
