BACKGROUND INFORK&TTION: I have received several reports
recently that people living aboard boats in harbors in East County are
pumping sewage from their holding tanks into the Delta. While
complaints so far have focused on Delta areas, the problem may exist
in all parts of Contra Costa County. Some of these incidents have
occurred in areas where people are known to ski or swim. This pose
serious health and environmental hazards and an action plan to address
the problem must be developed as soon as problem.
Possible funding sources for staff work or possible staff
resources may be available through sanitation districts in the areas
with harbors and through the regional and state agencies named in (3)
.
above.
