HomeMy WebLinkAboutMINUTES - 03191991 - S.6 i S.6 TO BOARD OF SUPERVISORS FROM ; I Contra Supervisor Tom Torlakson �a DATE : March 19, 1991 County SUBJECT; REFER TO THE WATER.ICOMMITTEE AND THE HEALTH SERVICES DEPARTMENT THE PROBLEM OF SEWAGE BEING DUMPED FROM BOATS SPECIFIC REQUEST(S) OR RECOMMENDATION(S ) & BACKGROUND AND JUSTIFICATION I I RECOMMENDATION: ( 1) Refer to the Water Committee and the Health Services Department the problem of sewage being dumped from the holding tanks of boats--especially with "live-aboards"--docked in harbors in East County and refer the need to organize an effort to assure that "live-aboards" have access to the proper sanitation facilities on shore as well as approved chemical toilets. I ( 2 ) Request that the Health Services Department develop a warning notice informing people of the health and water quality laws that apply and the fines and penalties to violators. The Health Services staff should work with the marina owners and yacht clubs on the distribution of information and posting of. notices. ( 3 ) Ask the Health Services Department to contact the Regional Water Quality Control Board, the Army Corps of Engineers, the Coast Guard, the Fish and Game Department, the County Community Development Department and Public Works. Department to request their assistance and suggestions towards resolving this problem. (4) Request the Health Services Department, in reviewing this matter, to determine if, there are adequate pump-out stations in the area and whether live-a'boards should pay for services such as shore showers, laundry and toilet facilities provided by sanitation districts. While complaints so far have focused on Delta areas, the problem may exist in all parts of Contra Costa County. Some of these incidents have occurred in areas where people are known to ski or swim. This pose serious health and environmental hazards and an action plan to address the problem must be developed as soon as problem. Possible funding sources for staff work or possible staff resources may be available through sanitation districts in the areas with harbors and through the regional and state agencies named in (3) . above.
