Options and Other Policies to Implement New County General Plan SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION Recommendation: Request the Community Development Department ( in consultation with the Growth Management and . Economic Development Agency) to initiate a study and develop recommendations to the Board of Supervisors regarding the following items to implement the recently adopted new County General Plan: a. update of zoning countywide to ensure conformance with the new General Plan land use designations including consideration of rezoning to Planned Development where appropriate; b. rezoning of land outside the Urban Limit Line from 5-acre minimums to larger lots to better reflect resource preservation and hillside/ridgeline policies; C. development of an ordinance to promote agriculture preservation, including a provision for Agriculture Conservation Easements, clustering, and density transfers. Background: During the development of the 65/35 Land Preservation Plan and the consideration of the new County General Plan, it was acknowledged that the Board of Supervisors would address rezoning issues and specific agricultural preservation programs after these two documents were adopted. With the voter approval of the 65/35 Land Preservation Plan and the adoption of the new County General Plan, it is appropriate to examine the rezoning concerns, particularly consideration of rezoning the 5-acre minimum parcels outside the Urban Limit Line. It is also essential that we consider specific ordinances and programs to promote agriculture since the 65/35 Land Preservation Plan preserves prime ag land by prohibiting the urbanization of Class I and II soils. We pledged to the farming community that we would continue to work on a program to support the viability of agricultural activity to complement the Board' s actions to protect prime ag land.
