Schroder SUPERVISOR.THIRD DISTRICT DATE: March 18, 1991 SUBJECT: Regional Planning -- Dougherty Valley ----------------------------------------------------------------- This memorandum is to indicate my general support for the Coun- ty' s assumption of the processing role of the proposed develop- ment in the Dougherty Valley as a regional planning matter. However, I think it is important for the Board to (i) clarify for the public its reasons for this and (ii) offer some assurances to the public, particularly to offyeals and residents of the cities of San Ramon and Danville:'.-c-%Tt e ,_Dougherty Valley and Tassaj ara Valley are within thd�.<Iurban-..I -niit.`-line "'areas approved by the voters in November;199`0 as----part'of'the ^65/35 Land Preservation Plan. Second, I think it is clear that, even if the Dougherty Valley were within the sphere of influence of San Ramon, the City may currently be seriously limited in its ability to approve the project because of the City' s creeks and hillside ordinance adopted last year. The draft Specific Plan could not be approved by the City Council at this time. It is my intent that we continue to honor the spirit of the MOU between the County and the City of San Ramon. I wish to ensure that the City continues to play a key role in the ongoing plan- ning efforts. The formal processing of entitlements is not at odds with the City' s planning efforts to date. 510 LA GONDA WAY • DANVILLE,CALIFORNIA 94526 9 TELEPHONE(415)820-8683 A As I indicated above, any actions taken by the County with respect to Dougherty Valley under our lead agency status should give full consideration to the desires and concerns of the public and the existing planning efforts already conducted by the cities of San Ramon, Danville, Dublin, Pleasanton and Alameda County. In support of these goals, I believe the following would be appropriate: 1. Any project EIR for the Dougherty Valley should reflect the Specific Plan concepts developed by the City of San Ramon to date while meeting regional needs. Of course, our approval would have to comply with state law housing requirements. Obviously, there will be changes after reviewing the EIR and the draft plan to which the City will be a part. 2. The County' s entitlements process should make every attempt to include a regional perspective and include the participation of the public, particularly as expressed through the staff and officials of the nearby cities and Alameda County. In particular, concerns about traffic and hillside development should continue to be addressed. I think the County' s newly-adopted General Plan growth management, hillside and open space policies will be helpful addressing these concerns. 3 . We should provide assurances against broad adminis- trative changes to the project after approval. The approvals for the project could include a new County development agreement which limits broad administrative changes to the project after it has been approved by this Board with public input. This agreement could be approved at approximately the same time as the other discretionary approvals for the project. The cities of San Ramon, Danville, Dublin, Pleasanton and Alameda County would also get notice of County administrative decisions. I think it is entirely appropriate for the County to plan for any development in Dougherty Valley. However, we should make sure that this will be a project planned under a regional perspective which everyone, including residents of the nearby cities and Alameda County, can embrace.
