3 . Preliminarily endorse the concepts described below.
A. Initiation of governmental efficiency measures,
streamlining and consolidation of services and
organizations with the provision of incentive funds for
entities that institute cost saving measures, and
legislative removal of the current barriers, in law and
the constitution, to the cooperation between, and
sharing of resources by, local governments . Provisions
should be written into statutes so that government
entities that indeed save monies will not be penalized
in State allocations by the amounts they save.
B. Modify the 2/3 vote requirement of Proposition 13 to
implement new taxes with a simple majority (50%)
requirement.
C. Support fiscal reform programs in which. local
governments retain and receive a permanent guarantee of
the stability of all existing revenue sources, whether
provided by legislation or initiative, and all existing
taxing authority.
D. Closure of sales tax loopholes for such items as candy,
snack foods, newspapers, periodicals, and lease of
motion pictures (SBlx, SB2x and SBSx) . (Potentially
$1 billion per year) .
E. Adoption of a 115 cents a drink" alcohol tax.

tax to snack foods stemmed from her concern that homeless people
heavily rely on such food for survival .
