County r� SUBJECT: FINANCING OPTIONS AND COALITION CONCEPT PROMOTED AT ABAG SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: Accept the report of the Finance Committee which endorses a local government coalition strategy and a variety of proposals to increase revenues . BACKGROUND: On March 11, the Committee discussed the activities of the Association of Bay Area Government's Governmental Organization Committee. The minutes of the January 3 meeting are attached. Supervisor Torlakson is a member of the Committee and outlined the need for the County to discuss and take action on a variety of items . The Finance Committee recommends the Board consider the following actions : 1 . Endorse participation in the Task Force to be established on March 15 titled "Unity in Fiscal Reform -- Stop the Shell Game" . 2 . Preliminarily endorse the strategy of a comprehensive funding package which addresses Counties, Cities and School Districts . However, Supervisor Fanden does not support 3B, 3E or sales tax on snack foods in 3D. As recommended by Supervisor Torlakson, the Board added Recommendation No . 5 : 5. Support Supervisor Sunne McPeak as one of the CSAC representatives to the ABAG "Unity in Fiscal Reform Task Force. " Ask County Administrator 's office to send a letter to CSAC encouraging them to appoint Supervisor McPeak to the Task Force. The Board APPROVED Recommendations . l , 2 , 3A; 3C , 3F, 4 and 5 unanimously. The Board APPROVED Recommendation 3B with Supervisors FaHden and Schroder voting no; Recom. 3D with Sup. Fanden voting no on the snack foods portion; VOTEOFSUPERVISORS and Recom. 3E with Sup. Fanden and Schroder abstaining. Preliminarily endorse the concepts described below. A. Initiation of governmental efficiency measures, streamlining and consolidation of services and organizations with the provision of incentive funds for entities that institute cost saving measures, and legislative removal of the current barriers, in law and the constitution, to the cooperation between, and sharing of resources by, local governments . Provisions should be written into statutes so that government entities that indeed save monies will not be penalized in State allocations by the amounts they save. B. Modify the 2/3 vote requirement of Proposition 13 to implement new taxes with a simple majority (50%) requirement. C. Support fiscal reform programs in which. local governments retain and receive a permanent guarantee of the stability of all existing revenue sources, whether provided by legislation or initiative, and all existing taxing authority. D. Closure of sales tax loopholes for such items as candy, snack foods, newspapers, periodicals, and lease of motion pictures (SBlx, SB2x and SBSx) . (Potentially $1 billion per year) . E. Adoption of a 115 cents a drink" alcohol tax. (Potentially $700 million per year) . F. Adoption of an oil severance tax. (Potentially $500, 000) . 4 . Request the County Administrator's Office to provide for staff support for the Task Force Workshop scheduled for April 18th. Supervisor Fanden indicated her opposition to expanding the sales tax to snack foods stemmed from her concern that homeless people heavily rely on such food for survival .
