RECOMMENDATIONS
Accept the recommendation of the Environmental Affairs Committee to
oppose the granting of exemptions for recycling centers at grocery
stores in Contra Costa County.
Direct Community Development Department to work with local, grocery
stores and cities to encourage redemption services at " grocery
stores.
FISCAL IMPACT
None to the General Fund.
BACKGROUND/REASONS FOR RECOMMENDATIONS
Grocery stores have been the traditional repository of returnable
beverage containers. Until the advent of the non-refillable
bottle, grocery stores always accepted beverage bottles from their
customers. When the bottle bill was implemented, refillable
bottles were phased-out in favor of lighter weight, single use
bottles, which could be crushed. Because the grocery industry
wanted to. move the collection process outside its stores, they
agreed to provide a collection center within 1/2 mile of any store
doing over $2 million per year.
Current State law requires any grocery store with sales. of over $2
million per year to have a redemption center for bevrage
containers within one half mile. Failure to provide .-fe.or a
redemption center can lead to daily fines levied on. the grocery
store. A grocery store may also be required to redeem the
containers inside the store.

On March 19, 1991, the Division of Recycling will consider
exempting eleven grocery stores located in Contra Costa County.
Exempted stores would not have to provide redemption services for
beverage containers.
Contra Costa County has very limited landfill capacity. It is
critical to support diversion programs that will extend their
remaining lifespans. Grocery stores provide a convenient location
to redeem beverage containers thereby avoiding their disposal.
Redemption centers will also help the County to achieve its
recycling goals as mandated by AP 939. Fines of $10, 000 per day
will be levied against any city or county that fails to meet its
reduction goals. It is important that we do not lose any existing
programs which will help us achieve the 25% and 50% reduction
goals.
