THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on March 19, 1991 , by the following vote:
AYES: Supervisors Fanden, Schroder, McPeak, Torlakson, Powers

SUBJECT: Acme Transfer Station Rate Change
The Board received the attached report dated March 19,
1991 from Sara Hoffman, Solid Waste Manager, recommending an
increase in the tipping fee at the Acme Transfer Station. The
report further recommended that the additional monies collected be
held in a separate account pending resolution of Contra Costa
County' s appeal to Alameda County for a waiver of the recycling
surcharge at the Altamont Landfill.
John R. Tulley, 3486 Springhill Court, Lafayette,
expressed concern about the justification for an additional rate
increase at this time, and recommended that the public be given
more information relative to Acme Fill closure costs and Transfer
Station costs.
Sara Hoffman advised that the Acme Fill closure costs
have been thoroughly reviewed and verified by Deloitte-Touche.
Supervisor 'Tom Powers noted that he was reluctant to
increase fees prior to resolution of the waiver appeal process with
Alameda County.
Supervisor Nancy Fanden referred to legislation which
governs closure and environmental concerns which have increased
costs. She commented on the need to keep the public informed on
these issues.
Supervisor Tom Torlakson agreed and recommended that
information be included with garbage bills providing an explanation
of the the fees.
Supervisor Powers noted that the Altamont Landfill
surcharge is the result of the Alameda County Waste Reduction and
Recycling Initiative. He commented on the progress made in
recycling programs in Contra Costa County, and recommended that the
Environmental Affairs Committee review the possibility of
requesting a credit from Alameda County.
After further discussion by Board members, IT IS ORDERED
that the following actions are APPROVED:
1) DEFERRED decision to April 9, 1991 on proposed increased
tipping fee at the Acme Transfer Station;
2) REQUESTED Solid Waste Manager to report back on issues
raised today relative to necessity for the increase at
this time, the time frame for the appeal process and the
feasibility of informing the public, via garbage bills
or flyers, of the breakdown of the fee structure; and
3 ) REFERRED the issue of a potential credit from Alameda
County for recycling programs to the Environmental
Affairs Committee.

SUBJECT: Rate Change at Acme Transfer Station
SPECIFIC REQUEST(S) OR RECOMMENDATIONS (S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
INCREASE the tipping fee at Acme Transfer Station from $59. 68/ton to
$64 . 61/ton effective March 20, 1991 and DIRECT Acme Landfill to hold payment
of the additional $4 . 93/ton in a segregated interest bearing account pending
further direction from the Board of Supervisors.
BACKGROUND/REASONS FOR RECOMMENDATIONS
On March 12 , 1991, the Board of Supervisors requested a waiver of- the
$6. 00/ton recycling surcharge on waste from Contra Costa County received at
Altamont Landfill or, failing waiver, to credit the surcharge against other
mitigation fees. The recycling surcharge is in conformance with the Alameda
County Waste Reduction and Recycling Initiative Charter Amendment which also
allows the Alameda County Board of Supervisors to waive the surcharge under
certain circumstances. The Alameda County Board has not yet responded to the
Contra Costa County Board's request for waiver or credit.
Imposition of the $6. 00 per ton surcharge for waste going to Alameda County
would actually result in an overall rate increase of $4.93/ton at Acme
Transfer Station since the transfer station rate is based on disposal rates
in both Solano County and Alameda County.

The Board of Supervisors could wait until a response from the Alameda County
Board of Supervisors before imposing the recycling surcharge; however, given
the magnitude of the increase, staff believes it would be best not to put
ourselves in the position of needing a greater increase due to delays in
imposition of the surcharge. Authorizing Acme Fill to collect the fee but
keep it in an interest bearing segregated account pending further direction
from the Board of Supervisors, will help avoid additional rate increases as
well as allow the Alameda County Board of Supervisors to respond to our
waiver request prior to making the payment to Oakland Scavenger.
