SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Authorize the chair to sign letters to our Congressional Representatives expressing the County's displeasure with the Administration's proposal to incorporate the CDBG program in a block grant to the State. FISCAL IMPACT A loss of $3 million a year targeted for housing and other projects serving low income people. BACKGROUND/REASONS FOR RECOMMENDATIONS Congress enacted CDBG in 1974 as an entitlement to Metropolitan Cities and Urban Counties to meet local needs, not only in public works improvements and housing rehabilitation, but also in critical social services, such as day care centers, job training, and homeless services. CDBG has provided support, care, decent housing and hope to those most in need. CDBG has operated without undue administrative costs, placing the resources where most needed = in our low and moderate income neighborhoods. The administration's FY92 budget proposal attacks the more than a decade and one-half federal-local partnership established under the CDBG program by proposing the transfer of the entitlement program to the states with no strings - thereby severing the federal commitment to the national objectives of the program. The administration's FY92 budget proposal would divert those funds to a level of government farther from the people, the $3 millio per year will not come to us through the state.
