SUBJECT: FEDERAL SURFACE TRANSPORTATION REAUTHORIZATION ACT
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION: Refer to the Transportation Committee
to review the proposed Federal Surface Transportation Reauthorization
Act and prepare comments and recommendations for report back to Board.
In particular, examine the transit funding recommendations.
BACKGROUND INFORMATION: I believe we should advocate
greater rail program funding that could be used for extending BART and
funding commuter or light rail projects in Contra Costa County. Last
year approximately $24 billion was held in Federal Trust Fund
accounts . A major portion of that could be made available for both
mass transit and highway projects . We should urge the utilization of
this massive fund for both transit and highways.
Furthermore, we. should urge the flexibility to be able to
utilize funds earmarked for highway programs for transit projects if
they can demonstrate a greater ability to move people and/or deal with
air pollution issues .
Finally, we should urge parity in matching formulas. : For
highway dollars, the Federal government has a 75%/25% (Federal/Local)
matching ratio while transit now is required to have an approximate
50%/50% match ratio.
