SUBJECT: Hearing on Rezoning Application 12913-RZ to rezone' 16.2 acres from Heavy
Agriculture (A-3) to General Agriculture (A-2) , subject property
fronting 816 feet on the west side of Knightsen Avenue, approximately
2, 650' feet south of Cypress Road, in the Oakley area, filed by Raymond
and Karen Shaffer (Applicants & Owners) (APN 020-010-015, 016, 032-020-
005) .
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. Accept the environmental documentation prepared for this
project as being adequate.
2. Approve Rezoning Application 1 913-RZ as recommended by the
East County Regional Planning Commission.
3 . Adopt the East County Regional Planning Commiss'ion's findings
as set forth in Resolution No. 7-1991, as the," determination
for these actions.
4. Introduce the ordinance giving effect to the aforesaid
rezoning, waive reading and set forth., date for adoption of
same. .

This is the time heretofore noticed by the Clerk of the Board of
Supervisors for hearing on the recommendation of the East County
. Regional Planning Commission on the request by Raymond and Karen
Shaffer (applicants and owners) to rezone 16. 2 acres of land from
Heavy Agriculture (A-3) to General Agriculture (A-2) (2913-RZ) in the
Oakley area.
Mary Fleming; Community Development Department, presented the
staff report on the rezoning request by Raymond and Karen Shaffer and
Wayne West .and advised of a typographical error on'hthe acreage which
should be .52 . 5 acres. She commented on the compliance of the request
with the General Plan and the East County recommendation for approval.
Ms. Fleming recommended that. the Board accept the environmental
documentation as adequate, approve the rezoning as recommended by the
East County Commission and adopt their findings.
The following persons appeared to speak:
-Wayne West, 4050 Live Oak Avenue, Oakley, advised that his
concerns .had been addressed by Ms. Fleming.
The public hearing was closed.
Supervisor Torlakson requested clarification :on the ability to
subdivide the land if the rezoning were approved, ;and the proximity of
this property to the Cypress Corridor.

Karl Wandry, Community Development Department,`' responded to
Supervisor Torlakson' s request.
Supervisor Torlakson moved approval of the staff recommendations.
IT IS BY THE BOARD ORDERED that recommendations 1, 2, 3 , and 4
are APPROVED; and as in recommendation 4 , Ordinance"' No. 91-9 is
INTRODUCED, reading waived, and March 19, 1991 is set for adoption of
same.
