Pursuant to the authority provided by Government Code Section 53069. 5, and as recommended by Supervisor Powers and as concurred in by the District Attorney and County Administrator, consider offering a reward of $5,000 for information leading to the arrest and conviction of the individual or individuals who were responsible for fatally shooting Shelvetta Rubin in front of her home in Richmond on February 12, 1991. 2. If a reward is offered, make the offer available only through December 31, 1991. 3 . Direct the County Administrator to write to the City of Richmond, reminding them of the circumstances of this case, and the Board' s action, and inviting the City of Richmond to provide a reward in an amount similar to that provided by the Board of Supervisors. ATTESTED -�- �a. /99/ PHIL BATCHELOR,CLERK OF THE BOARD OF SUPERVISORS AND COUNTY ADMINISTRATOR BY +C�r DEPUTY M382 (10/88) Supervisor Powers has asked the County Administrator' s Office to determine whether this case meets the criteria outlined in the Board' s order of September 11, 1984. Shelvetta Rubin, a resident of Richmond, was a primary prosecution witness in a case where two men, one of them Ms. Rubin' s boyfriend, were driven to 4th and Nevin in Richmond and allegedly opened fire on a crowd of people, killing one 13 year old girl and wounding two others. Miss Rubin had driven the two men to the scene of their crime. On February 12, 1991 at approximately 9:30 P.M. , Miss Rubin was shot to death on the doorstep of her apartment by two masked men, after she had agreed to testify in the case involving her boyfriend. The District Attorney reports that Miss Rubin was a critical witness in the murder case and was scheduled to testify later the, same week that she was killed. He notes that the murder of Miss Rubin " . . .was an affront to and undermines our entire system of justice. Moreover, the prosecution of gang-related homicides (already a difficult task) is rapidly becoming nearly impossible. I have directed my department to devote all efforts necessary to apprehend the killers of Miss Rubin and to successfully prosecute the two defendants in the underlying case. " It seems clear that the circumstances of the crime clearly meet the criteria set down by the Board of Supervisors. Since the murder of Miss Rubin occurred within the City of Richmond and was investigated by the Richmond Police Department, we believe it is appropriate to ask the City of Richmond to also make $5,000 available to match the County' s reward. This will make a total of $10, 000 available.
