SUBJECT:` LEASE WITH AMERICAN EAGLE
SPECIFIC REQUFSr(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSMCATION
I. Recommended Action:
APPROVE lease between Contra Costa County and America_ n Eagle and AUTHORIZE Chairman
to sign said lease.
II. Financial Impact:
The ground rent shall be $.90 cents per square foot per year and landing fees shall be $1.38
per thousand pounds or fraction thereof of the certified gross landing weight. In addition,
American Eagle will pay fuel flowage fees based on 4 1/2 percent of wholesale fuel prices.
III. Reasons for Recommendations and Background:
American Eagle has indicated that they would like to initially provide four round trips per day
between Buchanan Field Airport and San Jose International Airport. This will be primarily for the
purposes of connecting to the American Airlines hub recently established at San Jose. The
proposed "add on" fare for anyone going on beyond San Jose on American Airlines would be
$10.00.
The purposed schedules will operate between 7 a.m. and 10 p.m. daily. The airplane to be used
will be the 19 seat Fairchild Metro III aircraft. The take off noise level for this aircraft utilizing the
method required_ . in our County ordinance is 69.2. This compares to 76.7 on the British
Aerospace BAe 146. American Eagle understands our noise program and intends to comply
with them fully.

American Eagle will be installing a double wide modular office unit between the existing USAir
Express terminal and the control tower. A small existing FAA building previously occupying this
area has been removed.
We are recommending that this lease become effective May 1, 1991 and terminate June 30,
1992 subsequent leases will be for one year. only. This will bring USAir Express and American
Eagle leases so they are due at the same time.
