I. RECOMMENDED ACTION:
APPOINT Advisory Housing Commission member Alice Latimer as "Resident
Initiatives Commissioner", as recommended by the Advisory Housing Commission.
II. 'FINANCIAL IMPACT:
None.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
Recently Robert J. De Monte, Regional Administrator-Regional Housing
Commissioner, U.S. Department of Housing and Urban Development, San Francisco
Regional Office, Region IX, forwarded a letter to the Board of Commissioners urging
that each housing authority appoint a "Resident Initiatives Commissioner" in order to
further the partnership between HUD and the housing authorities, and in compliance
with Secretary Kemp's letter of November 14, 1990.
At its Regular Meeting on Monday, January 28, 1991 the Advisory Housing
Commission voted to recommend the appointment of Advisory Housing Commission member
Alice Latimer as "Resident Initiatives Commissioner".

Dear Ms. Fanden:
Recently, Secretary Kemp sent you a letter urging you to
encourage organized public housing resident groups and to view
them as an important resource for you and your fellow
commissioners to draw on in the exercise of your duties . I am
writing to further emphasize how important I consider resident
organizations are to the improvement of quality of life in public
housing developments . We at HUD have institutionalized our
commitment to the development of Resident Initiatives in the
areas of : a ) resident management , b ) homeownership , c ) drug free
housing and d ) economic development . That commitment includes
establishment of the Office of Resident Initiatives at [IUD
Headquarters and the appointment of Resident Initiative
Coordinators in our Field Offices .
To further our partnership with you , I' am requesting that
you appoint one of your commissioners as a " resident initiatives"
commissioner . I hope that you agree with me about the importance
of resident initiatives and that you will provide me with the
name of your resident initiatives commissioner by the end of
January.
