Authorize a General Plan review and Specific Plan as requested by Shapell Industries and Windemere Ranch Partners for approximately 6000 acre area located east of the City of San Ramon and South .of Danville in the Dougherty Road area, S y + In authorizing a review, staff will proceed with a report!„ which will then be scheduled for public hearing before" the ., Planning Commission. Following this the Comm ission ,would_. , forward its recommendation to the Board for., `'"a firia'1`' determination after public hearing. 2 . Authorize staff to negotiate with ' the City of San Ramon to take over this work pursuant to the existing City/County MOU on this subject. FISCAL IMPACT A General Plan processing fee will be paid ' to cover the cost of processing the amendment request. Staff will negotiate an. additional Specific Plan fee and related costs directly with the developers. The two project developers have indicated they wish this work to be transferred to the County incorporating all materials produced in the .joint planning process to date between the City and the County to the extent possible. Given the complex procedural history, we feel that a shift to County control of the process is acceptable and that staff should be directed to negotiate with the effected participants and consultants to cover County costs beyond the General Plan Amendment fee. An EIR shall be required. The boundaries of the amendment area shall also- include Camp Parks. Acceptance of this authorization does not imply concurrence with proposed plan amendments'. 1 I
