SUBJECT: ASSOCIATION EXEMPLARY SYSTEMS IN GOVERNMENT AWARD

RECOMMENDATION•
Approve and authorize the County Administrator to submit an
application to the Urban ' & Regional Information Systems
Association for one of the Association' s Exemplary Systems in
Government Award.
BACKGROUND:
Each year the Urban & Regional Information Systems Association
grants a number of Exemplary Systems in Government Awards. These
awards provide recognition for exceptional achievement in the
application of computer technology which has improved the
delivery and quality of government services: Awards are given in
four categories: Operation Automation, Corporate Systems,
International and Small Municipalities. The application which
has been prepared by the County' s Data Processing staff is for an
award in the Operation Automation category. This category is
designed to recognize achievements in integrating an existing
manual or automated system into a combined system.
The specific application for which an application is being sought
is the "Online Welfare Case Budgeting System" . This system,
which has been developed by the County' s Data. Processing and
Social Services Department staffs, allows the entry of basic data
regarding a family and their specific circumstances into a

computer. When all necessary information is provided, the
computer determines whether the family is eligible to public
assistance and determines the amount of the grant.
Errors are reduced, decisions are made more quickly and
accurately, routine repetitive actions are eliminated and staff
report that the system is "just plain fun to work with. It' s
challenging, smart and reliable. "
The one-time costs are $226,000. Thereafter, there are annual
costs of $495,000 per year. However, there are annual savings of
$994,000. The one-time costs are paid back in full in 5. 4
months. Thereafter, there are annual net savings of some
$500,000.
In addition to its application in this County, the 19 Case Data
Counties have adopted the system, which was developed in this
County. In addition, the system is readily transferable to other
counties in California and may be adapted to be transferable to
other states as well.
The specific details of the program are outlined in more detail
in the attached application. The Social Services and Data
Processing staff are very pleased with the system, which may
serve as at least a statewide model for efficiency; accuracy and
speed in processing applications for welfare benefits.
The Association' s International Conference is being held in San
Francisco this August. It is at this Conference that the award
winners will be honored. Applications must be submitted to the
Association by March 18, 1991.
It is, therefore, recommended that the Board of Supervisors
approve and authorize the County Administrator to submit the
required application to the Urban and Regional Information
Systems Association.
