Revise and retitle the class of Environmental ' Health Inspector to Environmental Health Specialist I and reallocate it to salary level C5-1875 ($2961 - 3599) ; 3) Revise and retitle the class of Senior Environmental Health Inspector to Environmental Health Specialist .II and reallocate it to salary level C5-1948 ($3185-3872); and 4) -Revise and retitle the. class of Supervising Environmental Health Inspector to Supervising Environmental Health Specialist and reallocate it to salary level C5-2125 ($3802 - 46211. The following background elaborates-. Today there are twice as many fixed units, ie. swimming pools, restaurants , markets and hospitals in our County than in 1970. There is also- an increased demand for land division, septic systems; wells, and small water systems for which the Environmental Health Division is solely responsible. This also increases the number of complaint resolutions within these and other fields of environmental health; responsibility. To address this growth and to accomodate the service needs of the community the Environmental Health Division has reorganized its General Program structure. In this reorganization the inspection staff has assumed an expanded role in field enforcement activities. The duties now performed by staff include the investigation and resolution of a variety public health concerns; the enfor- cement of facility closures and citations; the review of facility plans and the issuing of permits and licenses. I- have attached the revised and retitled spe- cifications for the Environmental Health Specialist class series to describe the emphasis now placed on the field enforcement activities. To compensate for .this, increase in delegated responsiblity, we, are requesting a salary increase for the four classifications affected by this reorganization. This increase will also help to bring our compensation inline with what the surrounding counties pay for comparable responsibilities. For quite 'some time now our salaries have been significantly lower than .the prevail-ingrates. (Salary survey attached) . Bitten, Assistant Director of Personnel FROM: Larry Fug upervising Personnel Analyst SUBJECT: Salary increases for Environmental Health Specialist Series As a follow up to Supervisor Tom Power's memo to Phil Batchelor and Phil 's memo to Mark Finucane regarding staffing and salary of classes in the Environmental Health Inspector series, the Health Services Department has submitted. a _P3 0 to raise the salary of the three working level classifications in the series by 15% and the supervisory class by 17%. According to a Health Services Department salary survey (attached) Contra Costa County ranks sixth among six Bay Area . counties surveyed. The current and proposed salaries of the four classes in the series are listed below: Current Proposed Asst. Environmental Health Inspector C5-1579 ($2203-2678) C5-1719 ($2534-3080) Environmental Health Inspector C5-1735 ($2575-3129) C5-1875 ($2961-3599) Senior Environmental Health Inspector C5-1808 ($2769-3366) C5-1948 ($3185-3872) Supervising Environmental Health Inspector C5-1968 ($3250-3950) C5-2125 ($3802-4621) The salary increases, if granted, will move Contra Costa from sixth to second place among Bay Area Counties, behind San Francisco. The Official reason for requesting the salary increases for these classifications is based on a reorganization of the Environmental Health Division and increased duties and responsibilities. According to Shelley Pighin she has advised Local #1 which has no objection to the planned increases. I plan to confirm this with Bob DaRoza before placing the P300 on the Board agenda. The department is also requesting a title change in the classes from Environmental Health Inspector to Environmental Health Specialist. I plan to place this transaction on the Board of Supervisor's Agenda for March 12, 1991. As Supervisor Powers notes, to the extent that this staff are substantially supported by fees, we need to insure that we have enough staff available to generate the fee revenue. If it is necessary to look at pay increases to remain competitive in a revenue-producing area, then we need to do that. May I have a copy of any correspondence you or Dr. Walker have had with Supervisor Powers, the Personnel Department or this office on this subject, along with your analysis. of the extent to which we have a problem, what you view as the cause of the problem and what your proposed solution and recommendations for action are. Environmental Health Division I have just become aware of the loss of personnel in the Environmental Health Division which has necessitated inspectors being'' moved from our Richmond. Health facility virtually closing that office. 'As I understand the situation, we are losing staff to other counties because of Contra Costa County's low pay scale. I was told many counties' 'entry level for inspectors is equival,ent to the first step in our supervisor's position. Because this division is a fee generating operation, we are foolish to cut off our ability to generate revenue by losing the staff that creates it. I believe this is a case for an emergency, review of fees, staffing and pay levels. I ' am sending a copy of this memo to the County Administrator asking that we look at. this special circumstance.
