In the last set of negotiations with Local #1 , the County agreed-that
this department would study the class of Electrocardiograph Technician
(EKG Tech) to detemine whether or not all incumbents were appropriately
classified.
At the current time, three of our EKG techs are performing neurological
testing and echocardiograms in addition to EKG exams. These tasks require
either special training or specific experience and are not routinely
performed by EKG techs. In a survey of area hospitals, we determined
that they either have a separate class, generally paid at a higher rate,
or patients are referred out for these tests. A summary of those results
is attached.
As a result of our findings and in accordance with the agreement with
Local #1 , we are recommending that the EKG tech class be revised and
retitled to Cardiology Technician I and, that a new class of Cardiology
Technician II be created. These classes should be flexibly staffed so
that if incumbents in the lower class become trained and proficient
in the more sophisticated tests, they can be promoted. This will also
give us the flexibility to recruit for and fill vacancies at either
level ; an important factor in a highly competitive market.
We are recommending a salary differential of 5% between these two classes
which is consistent with the community. Reallocation of the three
recommended positions will have an annual cost of $4,356. This was
anticipated in our budget based on commitments to Local #1 .

CARDIOLOGY TECHNICIAN I
DEFINITION:
Under superv;ision, .sets up and operates an electrocardiograph machine
to provide data for the diagnos'is .of heart ailments; ,prepares graphs and reports
depicting test results; and performs related work as required.
DISTINGUISHING CHARACTERISTICS:
This class is located in the Health Services Department and is
distinguished by its specialized responsiblity for .the' operation of an electro-
cardiograph (EKG) mach.i.ne and related equipment. While other medical/nursing
personnel may occasionally operate such machines as an incidental .part of their
job duties,incumbents of. thi's class spend the majority 'of their work -time
transporting., setting up, operating, and reporting the results of electro-
cardiograph and related .tests. IT IS DISTINGUISHED FROM .THE .CLASS OF CARDIOLOGY
TECHNICIAN I`I 1N THAT THE INCUMBENT OF THE .LATTER CLASS PERFORMS ECHOCARDIO-
GRAMS AND NEUROLOGICAL TESTING. Supervision to this class is provided by.
the Chief, Cardiopulmonary Support Services.
TYPICAL TASKS:
Transports machines. or equipment to assigned locations within main
medical center or outpatient clinics; receives assigned patients and explains
method or procedure for administering, EKG tests .prescribed by attending .
physician; attaches electrodes to specified areas .of thepatient's body; turns
,
;records electromotive variations in the action of the heart muscle using
single or three channel EKG machine; MONITORS THE RECORDING PROCEDURES. TO
DISCERN ARTIFACTS OR ABNORMALITIES; may also be assigned to operate related
cardiac stress equipment such as a Quinton treadmill •or operate Holter
24 .hour cardiac monitoring equipment; following training, responds to Code Blue
emergencies indicating cardiac arrest in progress; replenishes supply of paper
and related material in machines; cleans, tests and makes minor repairs to all
diagnostic equipment; reports major malfunctions to supervisors and/or arranges
for necessary maintenance; observes all required safety standards to guard
against injury to patients and staff; edits and mounts test results and forwards
to designated physician or nursing personnel ;

te, ECHO schedules appointments and files reports.
MINIMUM QUALIFICATIONS:
EXPERIENCE: ONE YEAR OF FULL-TIME OR EQUIVALENT EXPERIENCE .
IN THE OPERATION OF ELECTROCARDIOGRAPH MACHINES AND RELATED EQUIPMENT.
SUBSTITUTION: SUCCESSFUL COMPLETION OFA COURSE OF INSTRUCTION
ON THE OPERATION OF ELECTROCARDIOGRAPH MACHINES AND RELATED EQUIPMENT MAY
BE SUBSTITUTED FOR THE REQUIRED EXPERIENCE.
KNOWLEDGES, SKILLS, ABILITIES:
Knowledge of the techniques and methods of operating electro-
cardiograph machines, stress testing equipment, .and cardiac monitoring devices;
knowledge of basic nursing principles such as cardiopulmonary resuscitation
and pulse and blood pressure monitoring; knowledge of safe work practices
relative to.movement and operation of equipment, positioning of patients, and
related matters; general knowledge of anatomy and physiology including function
of the heart muscle; ABILITY TO DISTINGUISH BETWEEN NORMAL PATIENT'S NORMAL_ AND
NEW ABNORMAL WAVE PATTERNS COMPARING PREVIOUS EKG'S; ability to operate assigned
equipment in a safe and .effective manner; ABILITY TO RECOGNIZE ARTIFACT IN
TRACINGS AND CORRECT OR ELIMINATE IT; ability to quickly and accurately report
and record test results to other medical personnel ; ability to troubleshoot and
correct minor machine malfunctions; ability to work effectively with patients

CARDIOLOGY TECHNICIAN II.
DEFINITION:
Under supervision, performs neurological diagnostic testing,
including evoked potentials and electroencephalographs; performs echocardiograms
and other tests for the diagnosis of heart ailments; and performs related work
as required.
DISTINGUISHING CHARACTERISTICS:
Cardiology Technician II is the advanced level class in the
Cardiology Technician series. It is distinguished from Cardiology Technician I
by its specific responsiblity for performing neurological testing and echo-
cardiograms, in addition to EKG exams.
Technical direction may be received from a Physician while supervision is
provided by the Chief, Cardiopulmonary Support Services.
Typical Tasks:
Performs evoked potential (EP) studies of the sensory and motory
functions of the upper and lower extremities; select appropriate recording
and stimulating electrode placement 'relevant to the modality of an evoked
potential ; performs electroencephalographs (EEG) studies utilizing a full range
. of recording montages and activation procedures; .observes EEG and EP recordings
to recognize, note and monitor artifacts which may produce distorted
recordings and correct the causal interferences; performs diagnostic procedures
related to cardiac- functioning such as electrocardiograms, M-mode
echocardiograms, 2Dimensional echocardiograms; .receives assigned patients and
explains diagnostic procedures used for administering tests prescribed by the
attending physician; may also operate related cardiac stress test equipment such
as a Quinton treadmill or Holter 24 hour cadiac monitoring equipment; responds to
Code Blue emergencies indicating cardiac arrest in progress; replenishes supply
of paper and related material in machines; cleans, tests and makes minor repairs
to all diagnostic equipment; reports major malfunctions ;to supervisors and/or
arranges for necessary maintenance; observes all required safety standards to
guard against injury to patient and staff; records, edits, and• mounts test
results and forwards to designated physician or nursing personnel ; recognizes the
need for additional testing and informs the attending physician; schedules
appointments and files reports.
MINIMUM QUALIFICATIONS:
Experience: One year of full-time or equivalent experience in the
operation of either echocardiography equipment and/or evoked potential and elec-
troencephalography equipment:
Substitution: - Successful completion of a course of instruction in
the operation of electroencephalograph, echocardiograph or evoked potential
. .. machines and related equipment may be substituted for the required experience.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of the techniques and methods of operating electroencephalo-
graphy, evoked potential, echocardiograph and electrocardiograph machines as
well as stress testing equipment and cardiac monitoring' devices; knowledge of
physiology including functions of the heart; knowledge of major neurological ,
neurosurgical , psychiatric, medical and metabolic conditions including external '..
influences such as neuroactive drugs; knowledge of general anatomy and of the
visual , auditory, and peripheral neuro-sensory systems; knowledge of basic
nursing pr..inc.iples including CPR and pulse and blood pressure monitoring;

equipment, positioning of patients and related matters; ability to distinguish
between patient's normal and new abnormal wave patterns when comparing previous
examinations; ability to recognize artifact in tracings and correct or eliminate
