MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: March 12, 1991 SUBJECT: Amend Thomson Traffic Engineers (TTE) Consulting Services Agreement, SR4-WPGL. Project No.: 4660-6X4120 SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION I. Recommended Action: Approve and Authorize the Public Works Director to Execute Contract Amendment No. 1 of the Consulting Services Agreement with TTE for work outside their original scope of work for preparing traffic analysis information for the SEIR for the State Route 4 Willow Pass Grade Widening and Lowering project. II. Financial Impact: There will be no impact to the County General Fund. Funding for this resolution was approved by the Contra Costa Transportation Authority on February 20, 1991. The amount of this request is $60,000, increasing the TTE contract to $332,000. III. Reasons for Recommendations and Background: The additional work requested of TTE includes tasks to (a) perform traffic counts. at major intersections within the study area; (b) provide traffic data and hydrocarbon analysis (HC) for the Bailey Road EIR Project; and (c) provide the hydrocarbon analysis and report for the State Route 4 Willow Pass Grade Lowering project. The additional work requested is necessary to assist.in the completion of the air quality section of the SEIR. Continued on Attachment:. Consequences of Negative Action: Should the Board not approve this amendment the air quality information needed for the SEIR would not be available for the Draft Subsequent Environmental Impact Report.
