This P300 is a request to (1) establish the class of Developmental
Program Aide at salary level C5-1285 ($1642-1996) ; (2) reallocate7the
attached positions and incumbents from Therapist Aide. to Developmental
Program Aide; and (3) establish the class of Senior Developmental
Program Aide at salary level C5-1383 ($1811-2201) . The following
background elaborates.
The Miller Centers are very unique county programs and part of a much
larger statewide developmental disabilities service system. During
the past 10 years, this larger system has experienced a significant
change in service philosophy and, as a result, has changed the
regulations and guidelines under which the Miller programs operate.
Directly linked to those changes has been an ongoing change at the
Miller Centers from a medically oriented model to a developmental
model . No longer do, the programs have on staff physical therapists,
occupational therapists or recreational therapists providing services
to all the programs.
Due to these philosophical and programmatic changes, we now need to
look at the classification of the direct care staff at the Miller
Centers, namely, Therapist Aide. Our current Therapist Aide employees_
do not work under the direction of a therapist. Although all of the
Miller Center services can be construed as "therapeutic," the services
are essentially oriented towards education and training to increase
development. Presently, the Therapist Aides work under the direction
of a Developmental Program Supervisor .to provide training opportunities
to increase skill development in many areas such as motor, cognitive,
social and behavioral , and in a variety of settings. The role of
Therapist Aide at the Miller Centers is quite different from a
Therapist Aide at other county sites. To address this change in
program direction, we are proposing to reallocate the current
Therapist Aides to the new class of Developmental Program Aide (draft
spec attached)
At the same time, to accommodate the upcoming program expansion, we
are establishing the class of Senior Developmental Program Aide to
provide lead .direction to subordinate staff (draft spec attached) .

SUBJ: � THERAPIST AIDES-MILLER CENTER
We envision one lead person for the Nursery Program and one for the Adult
Program at each Center (4 total ) . The .modest increase of $400/mo incurred
with this action will be covered by the increased rates approved by the
Regional Center. A promotional exam will be administered to determine which
individuals will be reclassified into the lead roles.
With the recently approved expansion of service hours and the increase in
clients targeted for March 11 , 1991, - 1 hope_ you can place this on the Board
agenda as soon as possible.

DEVELOPMENTAL PROGRAM AIDE
DEFINITION:
Under supervision, to implement a comprehensive treatment program which may
include therapeutic, educational , self-care and, behavioral management services
to developmentally .disabled infants and- adults, and to do other related work
as required.
DISTINGUISHING CHARACTERISTICS:
This class is- the journey level in the Developmental Program Aide series and is
distinguished from the .Senior Developmental Program? Ade in that the latter is
responsible for providing lead direction to subordinate staff.
-TYPICAL TASKS: .
Conducts individual and group training services in any number of specific skill
areas; assists with the development and implementation of program curriculum and
individual service plans; works with. program consultants to develop appropriate
intervention plans; performs appropriate handling and positioning methods in
addition to reinforcement and intervention techniques; assists with the
planning and 'implementation of field trips and community outings; transports '
clients to and from the bus; assists with toileting, self-ca,re needs and feeding;
conducts regular charting .and recordkeeping activities; may drive county
vehicles; attends staff meetings and inservice training as required; requests
equipment and supplies:
MINIMUM QUALIFICATIONS:
License: Possession of a valid California Motor Vehicle Operator's license.
Education: Possession of a high school diploma, G.E.D. equivalency or a
high schoo� proficiency certificate.
Experience: Six months of full time or its equivalent experience providing.
.. therapeutic self-care and or behavioral management services to developmentally
disabled. infants or adults.
Substitution: Successful completion of fifteen semester or twenty-two and
one-ha quarter units from an accredited college or university including at
least one course in psychology or a physical or biological .science.
KNOWLEDGE, SKILLS and -ABILITIES:
Knowledge of body structure and functions; knowledge ,of general hygienic.
methods; ability to follow oral and written instructions; ability to communicate
effectively orally and in writing; - ability to maintain simple records; ability
to establish and maintain a positive relationship with parents, care providers
and visitors; ability.'.to work cooperatively with co-workers and supervisory
staff.

SENIOR DEVELOPMENTAL PROGRAM AIDE
DEFINITION:
Under general supervision to implement a comprehensive treatment program which
may include therapeutic, educational , self-care and behavioral management
services to developmentally disabled infants and adults; to provide work
direction to subordinate staff; and to do other related work as required.
DISTINGUISHING CHARACTERISTICS:
This class is responsible for providing lead direction to subordinate staff in
, the implementation of a comprehensive treatment program. This class is disting-
uished from the class. of Developmental Program Supervisor in that the latter has
responsibility for overall management of a program area and provides supervision
to incumbents 'in the class of Senior Developmental Program Aide.
TYPICAL TASKS:
Conducts individual and group training services in any number of specific skill
areas; assists with the development and implementation of program curriculum and ,
individual service plans;: works with program consultants to develop appropriate
intervention plans; performs appropriate handling and. position methods'in
addition to reinforcement and intervention techniques; assists with the planning
and implementation of field trips and community -outings; transports clients 'to
and from the bus;. assists with toileting, self-care needs and feeding; conducts
.regular charting and recordkeeping activities; may drive county vehicles; ,
attends staff meetings and inservice training as, required; requests, equipment
and, supplies; develops or modifies program schedules; dispenses medications as
needed; ensures compliance with internal and external reporting requirements;
reviev&employee performance and submits recommendationgto the Developmental
Program Manager; -conducts program tours; provides training and lead direction
to subordinate staff.
MINIMUM QUALIFICATIONS:
