RECOMMENDATION
Acknowledge that the Board of Supervisors is the SPONSOR of AB
688 by Assemblyman William P. Baker, which would revise and
streamline the assessment of fees and administration of the
Electronic Home Detention, County Parole and Work Furlough
Programs. _
BACKGROUND:
Current law authorizes the Board of Supervisors to establish an
Electronic Home Detention Program and a Work Furlough Program.
In addition, the law provides for a County Parole Program for
prisoners who are eligible for parole. Each of these programs is
an alternative to serving jail time for individuals who have been
convicted of a crime and have been sentenced to time in the
County jail.
While each of these. programs in Contra Costa County is
administered by the same staff in the Sheriff 's Office, each
program was created independently and has its own rules,
processes and method of determining ability to pay and process
for collecting fees to support the cost of the program.
The Sheriff has requested legislation to streamline the process
for assessing and collecting the fees for all of these programs
and to make the administration of the programs as parallel as

Assemblyman Baker has introduced AB 688 to accomplish the
Sheriff's objectives ' in this regard. In view of the fact that
.the Board of Supervisors has included such legislation in its
1991 Legislative Program, it is appropriate for the Board to
indicate its sponsorship of AB 688.
