MICHAEL WALFORD, CHIEF ENGINEER DATE: March 12, 1991 SUBJECT: APPROVE AN AMENDMENT TO THE COST SHARING AGREEMENT WITH THE UNITED STATES ARMY CORPS OF ENGINEERS FOR THE WALNUT CREEK BASIN FEASIBILITY STUDY. Project No.: 7520-668299, CENTRAL COUNTY SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION ii I. Recommended Action: 1. APPROVE and AUTHORIZE the Chairman to execute an Amehdment to the Feasibility Cost Sharing Agreement for the Walnut Creek Basin Study between the United States Army Corps of Engineers and the Contra Costa County Flood Control and Water Conservation District. The original agreement was approved by Board action on June 20, 1989. 2. AUTHORIZE the Chief Engineer to arrange with the Auditor-dontroller for the required disbursements to the United States Army Corp of Engineers for the District's cost share. 11. Financial Impact: The amendment will add an additional $730,000 to the original cost of the study, resulting in a total cost of $1,500,000. Responsibility for the local share of this cosh($750,000) will be borne by Flood Control Zone 313, Drainage Area 46 and Drainage Area 67. ,. III. This study is to investigate Grayson and Murderers Creek, Tice Creek, Green Valley Creek and San Ramon Creek to establish the need for flood control projects on these creeks and possible federal project participation. i. This amendment expands the level of study detail sufficient to meet the quality requirements for a subsequent general design study resulting in a savings in both total time and cost. Upon completion of this study, federal funds can be requested and project construction plans and specifications prepared. IV. Consequences of Negative Action Failure to participate in the study may mean the loss of any.potential federal funding for channel improvements in these areas. i' 1 i' if
