July 16, 1990 Cougy SUBJECT: Tri-Valley Transportation Council Work Program SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: Approve, in substantially the form presented, -Resolution 90-30 of the Tri-Valley Transportation _ Council which adopts the Tri-Valley Transportation Council Work Program, and authorize the Chair to execute the same. FINANCIAL IMPACT: None. REASONS FOR RECOMMENDATION SBACKGROUND: The County of Contra Costa, along with the County of Alameda and the cities of Danville, San Ramon, Dublin, Livermore, and Pleasanton executed a Memorandum of Agreement to form the Tri-Valley Transportation Council. The above referenced resolution was prepared by the Tri-Valley Transportation Council to enlist their members ' support for the Council ' s work program. This work program will prepare a short term strategy to address immediate transportation needs in the Tri-Valley area, and to begin developing a long range Transportation Plan. The resolution also directs staff to prepare a detailed report to carry-out the work program. This will likely involve a Request for Proposal to hire a consultant to prepare the short and long-range documents. This RFP will also be presented to the Board for approval after its review by the Tri-Valley Transportation Council in the comming months. RIS/SLG:tvtcres.bo Orig.Dept. Priority #2 Planning for the long term. * analyses of the potential impacts of anticipated growth on the planned Tri Valley transportation system to identify problems, these analyses to be based in part on the use of a computer model; * evaluation of the potential for alternative transportation plans and polices to mitigate future problems, again using the computer model; and * providing Council with recommendations, including, those associated with funding and implementation, on how current plans and policies might be changed to address longer-range needs. Priority #3 New approaches to planning * development of a strategy to balance jobs with affordable housing in the Tri- Valley; and * review and modification, as appropriate, of development and transportation policies in potential rail corridors, to ensure the highest degree of complementation. The Transportation Plan and Program should include the following events: a. Identify major deficiencies on the existing transportation system that require immediate attention. b. Define a long-range network of highway, arterial and transit facilities for the Tri-Valley (Tri-Valley Transportation System) and evaluate its potential to accommodate travel. c. Select strategies.to address system deficiencies. d. Prepare a Tri-Valley Transportation Implementation Program and Funding Strategy.
