HomeMy WebLinkAboutMINUTES - 07171990 - TC.1 TO: BOARD OF SUPERVISORS � FROM: Supervisor Tom Powers Contra Costa DATE: July 17, 1990 County SUBJECT: Consolidated Rail Corridor Project SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDED ACTIONl; It is recommended that Contra Costa County, in ronjunction .with Alameda County and the Port of Oakland, sponsor a consolidated rail corridor study project to evaluate the feasibility of using existing rail infrastructure of the Atchison Topeka & Santa Fe . Railway and the':Southerni_'Pacific Transportation Companies, and possibly other rail lines, to establish a consolidated rail corridor from Stockton. to Richmond and Oakland. FINANCIAL IMPACT: $10, 000 - The cost is Contra Costa County' s contribution to this pro j.ect (No General Funds) BACKGROUND : Over the last year, members of Contra Costa and Alameda Board of Supervisors have been engaged in discussion with Port of Oakland officials, environmentalists and other interest groups to address heavy congestion along the I-80 and I-880 corridors . The Port of Oakland is a vital transportation and distribution center for the Bay Area and .Northern California. It is also the . . :,,, region ' s most important import and export link to growing Pacific.*.' '. Rim Markets . Over 1200 daily round trips are:. made between the 'Port of Oakland and the western railhead . of the Santa 'Fe. in Richmond on roads already heavily congested with commuter traffic . The loss of. a critical access route in the October 17, 1990 earthquake exacerbated the problem and created new ones . Intermodal . truck :':.. traffic: carrying environmentally sensitive cargos has been diverted to secondary roads, creating a significant health and safety risk : to area residents . During the AT&SF/SP railroads proposed merger, the interstate '� commerce commission received evidence that the Southern Pacific line could handle consolidated traffic from both railroadsi _:-.This rail corridor would provide the AT&SF and SP railroads with a superior means to move increased volumes of commercial shipments .' At the same time, consolidating freight rail onto a single line would provide the opportunity for the unused rail line to be used as a transit corridor. If planning is comprehensive, these rail corridors can be..linked .to : other existing-' transit:=systems to -form a consolidated Regional Rail program.
