Except as noted below, concur with the attached workplan for a study of emergency communications countywide to determine whether the Board of Supervisors should appoint an advisory body to coordinate emergency communications and provide advice and input to the Board of Supervisors on this subject. 2. Add to the groups to which the concept of an emergency communications advisory body should be referred, the following, in addition to those identified in the attached report: * The Emergency Medical Care Committee * The Disaster Council 3 . Direct the County Administrator to return to our Committee with a report summarizing the recommendations of all of the groups which have been asked to review and comment on this proposal on December 10, 1990 and to invite all involved parties to be present when our Committee considers this matter again. M382 (10/88) BY DEPUTY the Board of Supervisors create and appoint an advisory committee on emergency communications which would be responsible for advising the Board of Supervisors on all aspects of emergency communications, something .which is not currently available since various aspects of emergency communications are scattered throughout several county departments. The County Administrator was asked to provide our Committee with a workplan for how such a study could be approached. The attached report was .presented to our Committee on July 9, 1990. We reviewed it with Assistant Sheriff Warren Rupf, Captain John Hart of the Sheriff ' s Office, Bob Guaspari from the General Services Department' s Communications Division and staff from the County Administrator' s Office. It is proposed that the report would be completed by December 1 , 1990 . BACKGROUND/REASONS FOR RECOMMENDATIONS: In connection with the review of the Delta Regional Communications Center (DRCC) transition, the Internal Operations Committee requested the County Administrator to prepare a report to the Committee evaluating the feasibility and advisability of establishing a single advisory body charged" with reviewing and providing advice and recommendations to the Board of Supervisors on all aspects of emergency communications. The Internal Operations Committee further requested the County Administrator to report by June 11, 1990 as to when such a report can be completed and to outline the workplan to be used in preparing the requested report. The proposed Emergency Communications Advisory Committee has been discussed informally with the Sheriff's Office and certain Fire Chiefs, . Response to the proposal has generally been favorable from a conceptual standpoint. However, most people believe that any such advisory body should be truly advisory and not operational and that it represent all agencies involved in emergency response and communications. It was also felt that the advisory body should develop its own rules and guidelines for carrying out its responsibilities. In view of the above concerns, it is recommended that the concept of an emergency communications advisory body be referred to the following groups for review with respect to the feasibility and advisability of establishing the proposed advisory body: 1. County Police Chiefs' Association - representing City Police Departments and the County Sheriff-Coroner' s Office. 2. County Fire Chiefs' Association - representing County and independent Fire Districts and City Fire Departments. The Emergency Medical Services Division of. the County Health Services Department. 4. The Communications Services Division of the General Services Department. It is proposed that the referral to the above groups be made with the suggestion and request that the groups or departments review the proposal and appoint one or more representatives to an, Ad Hoc Committee comprised of representatives of the four groups and the County Administrator's Office. The purpose of the Ad Hoc Committee would be to develop a report to the Internal Operations Committee regarding the proposed advisory body. It is proposed that the Ad Hoc Committee be requested to make its report to the Internal Operations Committee by December 1 , 1990 ,
