Agree that there is a need to add at least a minimal amount of space at Comm 1 to adequately handle the additional staff being added from 'DRCC and refer to the Finance Committee the issue of how much money from the Special District Augmentation Fund needs to be reserved for this purpose. 2 . Continue indefinitely the delegation of authority to the Sheriff-Coroner to test Sheriff' s Dispatcher candidates, as was recommended to our Committee by the Personnel Department. 3 . Request the County Administrator to resolve any possible misunderstandings between the Sheriff-Coroner and the Chief , Consolidated Fire District regarding the terms of prior agreements under which the Fire District allegedly promised not to recruit or transfer any Dispatchers from the Sheriff-Coroner until the actual conversion from DRCC to Consolidated Fire .District was completed February 1, 1991. BACKGROUND: On November 28, 1989 the Board of Supervisors agreed to delegate to the Sheriff-Coroner for a pilot period of six months ending June 30, 1990 the authority to test Sheriff ' s Dispatcher candidates. M382 (10/88) BY ,DEPUTY Attached is a report from the Personnel Department outlining several of the steps which have been taken to improve the recruitment and retention of Dispatcher candidates for the Sheriff 's Office. The Personnel Department is satisfied with the delegation of authority and is recommending that it be continued. The Sheriff ' s Office appears to be satisfied with the quality of candidates being recruited. Attached is a chart outlining the progress which has been made in reducing the vacancy factor is Dispatcher positions. There is a need for additional space which has been brought to the Board's. , attention previously. This is the result of the transfer of DRCC' s functions to the Sheriff's Office and the fact that such a transfer was not anticipated at the time the building was planned. As a result, we are asking that the Finance Committee review the proposals which have been made and determine how much of the SDAF revenue needs to be reserved to provide for the additional space during the 1990-91 fiscal year. We were also presented with a status report from the Consolidated Fire District. One' of the issues mentioned in that report (from Chief Inspector Roy Bell dated June 2, 1990) indicates that two Dispatchers will be transferred from the Sheriff' s Office to Consolidated Fire effective August 1, 1990. Assistant Sheriff Warren Rupf noted that in his opinion this was in violation of an agreement reached previously with Consolidated Fire in which Consolidated Fire District agreed not to recruit or transfer any current Dispatchers until the transfer of responsibilities from DRCC to Consolidated Fire was completed on February 1, 1991. We are asking the County Administrator to resolve this apparent difference of opinion. (October 1989 to present. ) According to your direction, the Sheriff's Department has prepared a summary of staffing fluctuations in the Dispatch bureau on a month-to-month basis for the last 10 months. Please note that the loss in April of six (6) employees to Antioch was a critical factor in the current vacancy ratio. If these six (6) employees had not departed, the total number of vacancies to date would have been nine (9) instead of fifteen (15). . The recent initiation of Band certification appears to be a promising improvement. Please note that a total of 35 eligibles are scheduled for selection interview in July.
