HomeMy WebLinkAboutMINUTES - 07171990 - EA.2 r - CA TO: BOARD OF SUPERVISORS f Contra Costa FROM: Environmental Affairs Committee •,— (Supervisors Torlakson and Fanden) DATE: July 9, 1990 SUBJECT: Authorization To .Use Resource Recovery Fee Monies Received from the Acme Transfer Station SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Authorize the Community Development Director to use in FY 90-91 the $100, 000 to be received annually from the Acme Transfer Station for components of the County's Resource Recovery Action Plan, including (1) staff costs to plan and implement the county's recycling programs; (2) completion of the contract with Resource Management Associates for a cost analyses of curbside recycling and of recycling; and, (3) the contract with the Contra Costa Community Recyclers to staff and operate the recycling information "Hotline" . FISCAL IMPACT No impact on the County General Fund. Only the components of the Recycling Program which can be funded by Acme's Resource Recovery Fee will be carried out. BACKGROUND/REASONS FOR RECOMMENDATIONS On June 5, 1990, the Board of Supervisors adopted a report from the Finance Committee regarding use of the Resource Recovery Fee monies. for the County's Resource Recovery Action Plan. That Finance Committee report combined the recommendation to use the Resource Recovery Fee monies received from both the Acme Transfer Station and the Marsh Canyon Sanitary Landfill. The Finance Committee's report reflected a split vote on the use of. the Resource Recovery Fee monies received from the Marsh Canyon Sanitary Landfill. On June 11, 1990, the Environmental Affairs Committee unanimously agreed with using the funds received from Acme Transfer Station, but split on the use of the funds from the Marsh Canyon Sanitary Landfill. In assessing the costs to implement the County's Resource Recovery Action Plan, it is clear that authorization to use the Resource Recovery Fee monies from both the Acme Transfer Station and the Marsh Canyon Landfill is required. Authorization to use only the Resource Recovery Fee monies from the Acme Transfer Station limits the components of the Recycling Program that can be funded and carried out. CONSEQUENCES OF NEGATIVE ACTION: Use of the Resource Recovery Fee monies from the Acme Transfer Station will allow a few components of the Recycling Program to be implemented. Without such funding, none of the components of the Resource Recovery Action Plan can be implemented.
