Spooner, Contracts Administrator Costa_ DATE: July 2, 1990 County SUBJECT: Approval of Contract #24-545-1 with Bay Area Addiction Research and Treatment, Inc. for Intensive Clinical and Medical Services SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Chair to execute on behalf of the County, Contract #24-545-1 with Bay Area Addiction Research and Treatment, Inc. (BAART) in the amount of $67,708 for the period July 1, 1990 through June 30, 1991 for intensive clinical and medical IV Drug Users (IVDU) Methadone Maintenance Program services for drug-abusing pregnant women, drug-abusing AIDS/ARC diagnosed persons, and other medically fragile BAART clients. This Contract includes a three-month automatic contract extension from June 30, 1991 through September 30, 1991 in the amount of $16,926. II. FINANCIAL IMPACT: This contract is funded in the Health Services Department Budget (Org. #5936) for FY 1990-91 by new Federal IV Drug Abuse Funds (Fed. Cat. #13 .992) received as part of the County's Preliminary Allocation for Drug Programs in FY 1990-91 from the State Department of Alcohol and Drug Programs. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: In June 1989 the Drug Program Office submitted proposals to address unmet needs to the State Department of Alcohol and Drug Programs. Contractor's proposal to provide intensive services to high-risk clients was successful in receiving funding. The primary target group to receive services under this contract will be drug-abusing pregnant women. Other target groups are drug-abusing AIDS/ARC diagnosed clients or other medically fragile clients. Services will be similar to the model services which BAART has been providing under the FACET (Family Addiction Center for Education and Treatment) Program in San Francisco. This contract will establish 8 additional treatment slots in the Richmond Methadone Maintenance Program and 7 additional treatment slots in the Pittsburg Methadone Maintenance Program.
