BACKGROUND: On March 20, 1990 the Board of Supervisors voted to support AB 3056 as introduced. On June 25, 1990 the bill was amended. AB 3056 has been introduced at the instigation of the Subcommittee on Alcohol Regulations of the Assembly Committee on Governmental Organization. As amended June 25, 1990, the bill makes findings regarding "street alcoholism" and the need to obtain the facts and report its conclusions to the Governor and Legislature in order that steps can be taken which are empirically sound and cost-effective in reducing street alcoholism. The bill calls on the Department of Alcoholic Beverage Control to establish the California Street Alcoholism Task Force which would CONTINUED ON ATTACHMENT: V 'BYES SIGNATURE: 0 RECOMMENDATION OF COUNTY ADMINISTRATOR RECOMMENDATION OF BOARD COMMITTEE APPROVE OTHER SIGNATURE(S): 6&z ` G & ACTION OF BOARD ON j11y 17, 1990 APPROVED AS RECOMMENDED OTHER VOTE OF SUPERVISORS I HEREBY CERTIFY THAT THIS IS A TRUE UNANIMOUS(ABSENT ++' ) AND CORRECT COPY OF AN ACTION TAKEN AYES: NOES: AND ENTERED ON THE MINUTES OF THE BOARD ABSENT: ABSTAIN: OF SUPERVISORS ON THEDATESHOWN.. BY 'DEPUTY M382 (10/88) AaX 14W be charged with investigating and assessing various methods of decreasing public .inebriation in urban areas. The Task Force is to consist of 17 members and be chaired by the Director of the Department of Alcoholic Beverage Control. Other organizations which are to be represented include the State Department of Alcohol and Drug Programs, private alcoholism rehabilitation providers, local law enforcement, county public defenders, the League of Cities, CSAC, the California Chamber of .Commerce, the Retail Liquor Dealers Association, the Beer and Wine Wholesalers Association, the Wine Institute, breweries, spirits distillers, the California Convenience and Small Store Association, county alcohol program administrators, and two members of the public, one of whom shall be a recovering alcoholic. By July 1, 1993 , the task force is to report to the Legislature and. the Governor on its findings, conclusions and recommendations regarding the causes and the cures for "street alcoholism" , alcoholism among the homeless and on "skid row" . The Department of Alcoholic Beverage Control and Department of Alcohol and Drug Programs are to provide staffing and logistical support for the hearings and investigations of the task force. The department is authorized to seek public grants and private donations in order to defray the expenses of the task force. No appropriation is included in the bill to support the work of the Task Force. AB 3056 clearly only addresses one aspect of the problem of alcohol abuse and does it in a manner which could lead to simply cleaning up the streets and not truly solving the problem. However, since several seats on the Task Force are available for local officials it appears to be important to support the effort and work to insure that the Task Force accomplishes as much as possible in solving this most visible element of the problem of alcohol abuse. To the extent that something valuable can come out of such a Task Force, it appears that AB 3056 can further the Board of Supervisors ' war on drugs. It is therefore recommended that the Board continue to indicate its support of AB 3056. AB 3056 passed the Assembly Committee on Governmental Organization April 25, 1990 by a vote of 12 :0. The bill passed the Assembly Ways and Means Committee May 15, .1990 on the consent calendar and the full Assembly May 25, 1990 by a vote of 69: 0. The bill passed the Senate Committee on Governmental Organization June 27, 1990 by a vote of 6:1 and is currently on referral to the Senate Appropriations Committee. cc: Assemblyman Richard Floyd County Administrator Sheriff-Coroner Public Defender Health Services Director Alcohol Program Administrator Chair, Alcohol Advisory Board Les Spahnn, SRJ.
