SUBJECT: Agreements with Pacific Gas & Electric Company and Pacific Bell for work to be
performed in conjunction with the Nichols Road Overhead Project.

SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Public Works Director to execute agreements with Pacific Gas and
Electric Company and Pacific Bell to relocate their facilities in conjunction with the Nichols Road
Overhead Replacement Project.
II. FINANCIAL IMPACT:
There is no impact to the County General Fund. The Nichols Road Overhead Replacement Project is
funded by the General Chemical.Corporation, Chevron U.S.A., Inc. and Allied Signal Corporation (14%)
and Federal funds (86%). The cost of the relocations to be performed by the utilities is $27,618.95 by
Pacific Gas and Electric Company and $11,293 by Pacific Bell.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
The existing Nichols Road Overhead is in poor condition and qualified as a Federal Highway Bridge
Replacement project in 1986. The project will provide a new grade separation structure spanning the
Southern Pacific Transportation .Company tracks on Nichols Road. The structure serves General
Chemical Corporation, Chevron U.S.A., Inc. and Allied Signal Corporation who have agreed to provide
the local share.

III. REASONS FOR RECOMMENDATION/BACKGROUND Cont'd.:
A contract has been awarded to replace the overhead and the utilities must be relocated to construct
the project. Both utility companies have agreed to perform the work to relocate their facilities. The
County has agreed pay for the relocations because they are not presently located in the County right-
of-way.
IV. CONSEQUENCES OF NEGATIVE ACTION:
The project cannot be constructed unless the utilities are relocated. Failure to approve and authorize
execution of these agreements will delay construction indefinitely and the County will lose the funding
for this project.
