Remove this item as a referral to our Committee. BACKGROUND: On May 8, 1990 the Board of Supervisors referred to our Committee the question of what to name the new agency the Board of Supervisors has agreed to form which will combine the Public Works, Community Development and Building Inspection Departments. On June 25, 1990 our Committee considered this referral. We reviewed the attached memorandum from the County Administrator'b office. It is our assumption that the three departments will remain distinct, identifiable entities within the new agency and -will retain their current names. County Counsel By DEPUTY M382 (10/88) prominently in the agency' s name, perhaps as the "Growth Management and Economic Development Agency" . Supervisor Powers prefers the balance between "Conservation" and "Development" and thus leans more toward the "Conservation and Development Agency" . He also noted that the agency will be responsible for more aspects of development than just "economic" development and thus the name of the agency should not imply that its responsibility is limited to economic development only. Our Committee is unanimous that we do not like "Environmental Management Agency" , the informal term which is being used currently to refer to the agency. One possible compromise would be the use of the term "Planning, Development and Growth Management Agency" . Rather than trying to return to the Board with a single recommendation, we have narrowed the possibilities to the above four suggestions and would recommend that the Board of Supervisors try to agree on a name for the new agency which combines these terms in some manner. Van MartWitrator Assistant County A SUBJECT: POSSIBLE NAMES FOR NEW AGENCY On your agenda for your consideration on Monday, June 25, 1990 is the need to agree on a name for the new agency the Board has agreed to form combining the Public Works, Community Development and Building Inspection departments. Attached are the results of a survey conducted by the County Administrator ' s Office of other counties' and of cities within Contra Costa County. The survey shows where each of the major functions is located in that county (Public Works, Community Development and Building Inspection) , what experience the county has had with a combined agency and other comments which were considered helpful in understanding the practices in other counties. xSupervisor Powers has submitted the following possible suggestions for names for the agency: * Resources Agency * Economic Development and Growth Management Agency * Environmental Management and Development Agency * Conservation and Development Agency * Public Service Agency * Regional Economic Development, Planning and Conservation Agency * County of Contra Costa Planning, Development and Growth Management Agency Currently, the proposed agency is being informally referred to as the "Environmental Management Agency" (EMA) .
